About this opportunity

Sarasota County is requesting bids for general custodial services throughout the Siesta Key Village Public Improvement District, with bids due October 22, 2026 under IFB #262917AMS. The anticipated initial contract term is one year. No local or American business preferences apply due to grant funding requirements.

The scope encompasses comprehensive cleaning and maintenance of outdoor public spaces across 35 residential units and 140 commercial units, including trash and recycling container management, pressure washing, graffiti removal, litter collection, bench and fixture sanitization, and touch-up painting. The hardscape inventory subject to maintenance includes 17 bike racks, 38 benches, 8 bollards, 2 drinking fountains, 49 trash cans, 6 recycling containers, 7 map kiosks, 2 ashtrays, signage, 4 SCAT bus stops, and motorcycle parking facilities. Services must be performed seven days per week across two shifts — 6:30 a.m. to 2:00 p.m. and 2:00 p.m. to 10:00 p.m. — with two complete service cycles per shift and a minimum of two employees per shift. The contractor must comply with Sarasota County's Green Housekeeping Policy and OSHA standards.

Bidders must demonstrate a minimum of two references from the past seven years showing experience providing regularly scheduled custodial services for commercial, resort, hospitality, or municipal outdoor public spaces under contracts valued at $100,000 or more annually. Annual estimated supply consumption includes 1,080 cases of 33–35-gallon trash liners, 100 cases of 33–35-gallon recycling liners meeting UL Standard 126, and 40 cases of 20–30-gallon trash liners.

Pricing must be submitted through OpenGov Procurement. The award goes to the lowest responsive and responsible bidder. The successful contractor must obtain a $50,000 performance and payment bond and maintain workers' compensation insurance per Florida Statutes Chapter 440, commercial general liability of $1,000,000 per occurrence / $2,000,000 aggregate, and business automobile liability of $1,000,000 combined single limit, with Sarasota County named as additional insured. Payment deductions apply: 5% for each unresolved major deficiency (requiring correction within two hours) and 2% for minor deficiencies (requiring correction by next workday).
