About this opportunity
The City of Jersey City, located in Hudson County, New Jersey, is seeking qualified respondents to provide, install, and maintain sidewalk waste and recycling receptacles through a concession contract using competitive contracting procedures. The procurement requires vendors to supply a minimum of 10 and up to 5,000 receptacle units with specific design requirements, including modern aesthetic, durable outdoor materials, volume sensors for capacity monitoring, and space for advertising and city branding. Proposals must be submitted by August 26, 2025, at 11:00 AM, with a mandatory $5,000 bid guarantee in the form of a certified or cashier's check or bid bond. The contract term is three years with potential extension options up to five years total, and installation must be completed within 90 days of the City's order. Evaluation criteria include compliance with required format (13 points), prior experience and references (10 points), receptacle specifications (40 points), proposal amount and revenue sharing (20 points), project plan and timeline (12 points), and diversity/EEO compliance (5 points).
The contract allows for open competition without specific set-aside designations for disadvantaged enterprises, though the RFP does include diversity and EEO compliance points in the evaluation process. The successful respondent will own the receptacles and generate revenue through advertising sales, with a requirement to share a percentage of gross monthly advertising revenue with the City. The contractor will be responsible for all maintenance, including cleaning, graffiti removal, and snow debris removal, while the City will coordinate waste removal services. The contractor must obtain necessary permits, comply with ADA standards and traffic engineering requirements, and provide comprehensive insurance coverage, including $1 million in general liability and $2 million in professional liability. While no specific budget range is explicitly stated, the contract's structure as a revenue-sharing concession suggests potential financial benefit for both the City and the selected vendor, with the opportunity to deploy up to 5,000 receptacles over the contract period.
