About this opportunity
The City of Urbana, Illinois is requesting bids for sidewalk snow removal and de-icing services on public sidewalks adjacent to properties where owners have failed to comply with the Sidewalk Snow and Ice Ordinance, with bids due July 31, 2026 at 3:15 p.m. and questions due July 24, 2026 at 5:00 p.m.
Services are performed on an "as requested" and "where requested" basis within twenty-four hours of written electronic notice and on certain city-identified sidewalks when conditions present a risk to public safety. The contract term is three years with a possible extension for a fourth year. The City reserves the right to make awards to multiple vendors based on lowest unit cost for individual line items and may make primary, backup, or no awards as determined appropriate.
Pricing must be submitted as complete unit costs including all equipment, labor, materials, fuel, de-icing chemicals, shipping, handling, and other charges. The pricing worksheet requires two primary cost components: a price per quarter-hour for labor and a price per pound of salt for de-icing materials. Bidders may also list additional services with estimated costs. Bids must be uploaded via the City's e-Procurement Portal using the attached cover sheet and pricing worksheet.
Contractors must maintain comprehensive insurance: Commercial General Liability ($1 million per occurrence, $2 million aggregate), Workers' Compensation (Illinois statutory), Automobile Liability ($1 million combined single limit), and Umbrella/Excess Liability ($5 million per occurrence and aggregate). All subcontractors must be identified and agree to the same terms. Contractors must comply with prevailing wage requirements, Equal Employment Opportunity certifications, substance abuse prevention programs, and applicable state and local employment and nondiscrimination laws. Payment is due no more than thirty days after receipt of an approved invoice. A non-mandatory bid opening will occur via Microsoft Teams.
