About this opportunity
The City of St. Pete Beach, Florida is issuing a Request for Proposal for design, permitting, and construction services to replace the Historic Shuffleboard Clubhouse located at 101 9th Avenue, which was damaged by Hurricanes Helene and Milton in September and October 2024. The selected proposer will be responsible for all project phases including design, permitting, construction, quality control, and project management, with the deliverable being a modest, wet flood-proofed open-air pavilion or pergola-style structure approximately 429 square feet (33 feet by 13 feet) that includes secure equipment storage, utilities such as lighting and electricity, water access, and optionally one restroom. Key objectives include completing the project within 120 calendar days from the project start date, with construction activities commencing within thirty business days of receiving the Notice to Proceed. Evaluation criteria include ability and capacity to perform the contract (10 points), cost of services (5 points), performance on previous contracts and references (5 points), and years in business (5 points). The pre-bid meeting is scheduled for May 13, 2026 at 10:00 AM EST via Microsoft Teams, the deadline for written questions is May 20, 2026 at 10:00 AM EST, and electronic proposals must be submitted via the Bonfire platform by June 3, 2026 at 9:00 AM EST. Required qualifications include professional references from the past five years, proof of current insurance with minimum coverage of $2,000,000 professional liability, $1,000,000 commercial general liability, and workers' compensation as required by Florida law, and bonding capacity of at least $10,000 with a performance bond required upon contract award for amounts exceeding $100,000.
The RFP does not identify any specific set-aside designations or restrictions limiting response to particular types of organizations, nor does it reference any incumbent vendors or current contractors. All costs associated with the project, including construction stakeout, mobilization, traffic maintenance, erosion control, utility relocations, and record survey, must be included in the proposal price. Proposers must submit a base proposal cost, proposal alternate cost, and a ten percent contingency amount, with a detailed fee schedule outlining main pay items to be reviewed at a pre-construction meeting and used to evaluate project progress and pay applications. The City of St. Pete Beach has allocated a total budget of $170,000 for the replacement structure project. The City reserves the right to reject any or all proposals and may require oral presentations from selected proposers to further evaluate their qualifications and approach to the project.
