About this opportunity

The Colorado Department of Corrections is requesting quotes for a department-wide shotgun transition from Remington 870 Police Magnum to Mossberg 590A1 Professional Series 12-gauge pump-action shotguns under Documented Quote 2027000122, with quotes due October 16, 2026 at 4:00 PM MST via bidnetdirect.com/cdoc. A Service-Disabled Veteran Owned Small Business (SDVOSB) goal of at least 3% of all contracts by dollar value applies. Written inquiries are due October 12, 2026 at 2:00 PM MST, with responses posted by October 13, 2026.

The procurement calls for 186 units of Mossberg 590A1 PRO 12-gauge shotguns with 18.5-inch barrels, Cerakote finish, and synthetic stocks with 6-round capacity, and 110 units with 18.5-inch barrels, MPI sights, and organizational stocks with 6-round capacity. All shotguns must meet MIL-SPEC 33443G, feature heavy-walled barrels, metal trigger guards and safety buttons with Parkerized finish, top-mounted ambidextrous safety controls, dual extractors, twin action bars, and XS Ghost Ring Sights with drilled and tapped receivers for optics. Bidders must provide shipping and lead times with their quotes and submit trade-in credit values for serviceable and non-serviceable Remington 870 shotguns in the department's current inventory. All shotguns must ship directly to CDOC Central Armory at 57500 East Highway 50 & Evans Road, Canon City, Colorado 81212.

Pricing must be itemized, all-inclusive, and firm for the purchase order term. Price is the primary evaluation factor; sample quality and lead time for delivery are secondary considerations. The initial purchase order term runs through June 30, 2027, with one optional one-year renewal available at CDOC's sole discretion, subject to appropriated funds and satisfactory performance. Annual price increases are limited to 2.5% per fiscal year upon mutual agreement. Award notice is anticipated October 19, 2026, with purchase order execution estimated for October 27, 2026 and start date October 28, 2026. Vendors must register in CORE, maintain Colorado Secretary of State Good Standing, provide a certificate of insurance prior to purchase order execution, and complete CDOC's Enhanced Criminal Background Investigation within 30 days of award notification. Failure to deliver within agreed timeframes on three separate occasions results in vendor disqualification for three years or indefinitely.
