The solicitation seeks qualified bidders to supply 12-gauge, 3-inch chamber pump-action tactical shotguns meeting or exceeding specified performance and technical standards, including MIL-SPEC 33443G compliance, heavy-walled barrels, metal trigger guards and safety buttons with Parkerized finish, top-mounted ambidextrous safety controls, dual extractors, twin action bars, XS Ghost Ring Sights with drilled and tapped receivers for optics, and 6-round side saddles on each unit. Bidders must provide shipping and lead timeframes with their quotes, and all shotguns must be shipped directly from the manufacturer to the CDOC Central Armory at 57500 East Highway 50 & Evans Road, Canon City, Colorado 81212. Bidders are required to submit trade-in credit values for the Department's current inventory of serviceable and non-serviceable Remington 870 shotguns. Failure to deliver awarded goods within agreed-upon timeframes on three separate occasions may result in vendor disqualification from participating in future solicitations for three years or indefinitely.
All pricing must be itemized and all-inclusive with no additional shipping charges, surcharges, or taxes to be paid by CDOC, requiring bidders to incorporate shipping costs into their bid responses. All pricing shall remain firm for the duration of the Purchase Order. Bidders must complete and return all required exhibits (A through F), provide responses to vendor questions including company background, Colorado Secretary of State registration status, compliance with accessibility requirements, agreement with Purchase Order terms and conditions, certification of tax payments and no outstanding state debt, subcontractor usage information, and disclosure of any litigation against the State of Colorado or contract defaults within the past five years. Service-Disabled Veteran Owned Small Businesses (SDVOSBs) must submit documentation of certification from the U.S. Department of Veterans Affairs, with a goal of at least three percent of all contracts by dollar value awarded to certified SDVOSBs.
