About this opportunity
The County of Orange Social Services Agency is soliciting proposals for a Short-Term Residential Therapeutic Program (STRTP) at the Tustin Family Campus, seeking qualified firms to provide residential care and treatment for foster youth and non-minor dependents. The procurement is fully electronic, with proposals due by November 15, 2025, at 4:00 pm, and will cover a three-year contract term from July 1, 2026, to June 30, 2029, with a potential two-year renewal option. The selected contractor will operate two residential homes, each capable of serving up to six youth, providing intensive, trauma-informed treatment services. Respondents must possess a current Permanent or Provisional License from the California Department of Social Services and demonstrate expertise in child abuse prevention and intervention. Potential contractors must be prepared to be fully operational by July 1, 2026, with a Permanent License in place by June 30, 2026. All questions and requests for interpretation must be submitted by October 29, 2025, before 4:00 pm, through the County's eProcurement Portal, with no direct contact permitted with County personnel.
The procurement appears open to public agencies and private organizations, with no specific set-aside designations mentioned in the documents. The program will be funded through Medi-Cal and potentially other state and federal sources, with reimbursement rates determined by the California Department of Social Services. Monthly rent for the facilities is estimated at $5,424.46 per home, and no minimum referral numbers are guaranteed. The contract includes comprehensive requirements for personnel screening, background checks, training, and compliance with various state and federal regulations. While a specific budget range is not explicitly stated, the contract structure suggests funding will be tied to youth placements, with monthly payments based on occupancy. The selected contractor will be responsible for maintaining appropriate insurance, implementing security protocols, and ensuring comprehensive service delivery for foster youth and non-minor dependents under the jurisdiction of the Orange County Juvenile Court.
