About this file
This is a Request for Proposal (RFP) from the County of Orange Social Services Agency for a Short-Term Residential Therapeutic Program (STRTP) at the Tustin Family Campus (TFC). The RFP seeks proposals from public agencies or private organizations with a current/valid Permanent or Provisional License to provide STRTP services, issued by the California Department of Social Services (CDSS). The solicitation is for a three-year contract beginning July 1, 2026, and terminating on June 30, 2029, with the potential for a two-year renewal without competitive bidding. Proposals are due by November 15, 2025, at 4:00 pm, with tentative interviews with top-ranked firms scheduled for December 18, 2025. The program aims to serve up to 12 Foster Youth/Non-Minor Dependents (NMDs) across two separate homes, providing individualized, trauma-informed, intensive treatment and support services.
The contract will be funded contingent on the State budget, federal government funding, and County Board of Supervisors' budget approval. Reimbursement will be at rates determined by CDSS, which may vary during the contract term. No minimum number of referrals is guaranteed, and the County does not provide advance start-up funds. The awarded contractor will be required to enter into a Real Estate License Agreement, paying an estimated monthly rent of $5,424.46 per home. The program requires the contractor to provide comprehensive services including mental health support, education assistance, transition planning, and family engagement, with specific performance objectives such as achieving mental health stabilization and facilitating transitions to lower levels of care.

SECTION 5. DESCRIPTION OF SERVICES and SCOPE OF WORK
5.1 BACKGROUND
The County of Orange (County) Social Services Agency (SSA) is currently requesting proposals to provide Short-Term Residential Therapeutic Program (STRTP) services from public agency or private organizations with expertise in child abuse prevention/intervention that possess a current/valid Permanent or Provisional License issued by the California Department of Social
Services (CDSS), Community Care Licensing Division (CCLD). The purpose of this program/service is to provide individualized, empowering, strength-based, trauma informed, intensive treatment and support services to at-risk Foster Youth and/or Non-Minor Dependents
(NMDs) who are being served by child welfare or probation agencies under the jurisdiction of the
Orange County Juvenile Court.
Respondents that submit a current/valid Provisional License with their proposal for this RFP shall, if selected as an awarded Respondent, be required to possess and submit a current/valid Permanent
License to provide STRTP services issued by the CDSS/CCLD to the County of Orange (County) no later than June 30, 2026, for STRTP services to be fully operational on July 1, 2026.
ABOUT TUSTIN FAMILY CAMPUS
The Social Services Agency (SSA) Children and Family Services (CFS) Division provides child abuse prevention and intervention services to establish safety, permanency, and well-being for children and families in Orange County. To support these efforts, CFS has developed the Tustin
Family Campus (TFC), a multi-treatment residential facility designed to serve as a community-based collaborative resource for children, youth, young adults, and their families, to provide strength-based, family-friendly, and family-centered services.
The STRTP at TFC provides residential care and treatment in two separate homes that can serve a maximum of 12 Foster Youth/NMDs. Each home shall serve up to a maximum of six Foster
Youth/NMDs, regardless of gender, at the discretion of the County, and in compliance with
CDSS/CCLD.
The Foster Youth/NMDs to be served may have a history of child abuse, loss and trauma, multiple placement failures, significant behavioral and mental health needs, dual diagnosis, psychiatric hospitalizations, and medication non-compliance. Significant behavioral and mental health needs may be manifested in behaviors such as severe acts of aggression, property destruction, self-destructive and self-harming behaviors, psychotic episodes, runaway behaviors, significant negative social interactions with peers and adults, sexual acting out behaviors, theft, and substance use and/or abuse. In addition, this population often has little or no positive family involvement or support, limited permanency, limited social and emotional coping skills to deal with others in a productive and mutually beneficial manner, and minimal motivation to plan for a successful transition to adulthood.
The short-term length of stay at TFC will be determined on a case-by-case basis pursuant to, and in compliance with, CDSS/CCLD STRTP placement period time limits and County Welfare
Director approval.
