About this opportunity

The City of Long Beach is seeking proposals for a technological solution to administer its Short-Term Rental program under RFP DV-25-556, with a Notice of Intent to Award issued December 9, 2025 to GovOS Inc. of Austin, Texas, pending contract execution.

GovOS Inc. scored 88 out of 100 points and was unanimously selected by a five-person evaluation committee over six competing vendors. The procurement received eight proposals by the September 11, 2025 deadline; seven were deemed responsive. A local-vendor preference applies: five additional percentage points for local businesses with a principal place of business and current City business license and seller's permit in Long Beach; ten additional points for local non-residential, commercial, brick-and-mortar locations. Equal Benefits Ordinance (EBO) compliance is required for contracts valued at $100,000 or more.

The solution must deliver four integrated components: an online portal for registration and renewals, address identification and reporting capabilities, tax collection functionality, and a 24/7/365 call service hotline for neighbor complaints. Mandatory qualifications include prior municipal implementation with available references, data transfer capability for 4,100+ application records (40–45 fields each), approximately 20,000 payment records, and approximately 700 hotline call records with downloadable audio. The system must achieve PCI compliance v4.0.1 (mandatory prior to final award), SOC 2 certification, full data encryption in transit and at rest, Azure DevOps integration with Single Sign-On for City users, and multi-factor authentication for business customers. Continuous backup across multiple geographic server locations and robust reporting with ad hoc customization are required. Customer support must provide human representatives within two automated voice prompts for public users and a single City point of contact responding within one business day. The City expects approximately 450 new and 700 renewal applications annually and initially requires 8–10 administrative, supervisory, and inspection users with City-managed access delegation capability.

The initial contract term is two years with three optional one-year renewal periods, not to exceed five years total. The target go-live date is summer 2026. Evaluation weighted Ease of Operation at 40%, Solution Features at 30%, Reasonableness of Cost at 15%, and Customer Portal and Account Design and Support at 15%. The Notice of Intent to Award does not constitute a binding contract; GovOS Inc. must receive a signed purchase order before work commences.
