About this opportunity

Okaloosa County Board of County Commissioners is requesting bids for the Shore at Crystal Beach Park Expansion project in Destin, Florida, with bids due October 28, 2026 at 3:00 p.m. CST. The project is a construction undertaking comprising parking lots, restroom and public shower facilities, ADA-accessible boardwalks with ramp, geogrid beach access drive, and underground stormwater system.

The scope includes 57 base bid items and 5 additive alternate items covering site preparation, building construction, utilities, landscaping, and infrastructure. Bidders must submit unit-price bids with bid security equal to 5% of the maximum bid price (cashier's check or bid bond, original delivered to the Okaloosa County Purchasing Department within five business days of bid opening). Site visits are required during normal working hours; the County will provide access as schedule and operations permit.

Substantial completion is required within 200 calendar days of Notice to Proceed, with final completion within 230 calendar days. Two milestones are specified: removal of an existing boardwalk at Tarpon Beach within 60 days of NTP (if the alternate is awarded) and completion of the dune walkover before May 1, 2027, to accommodate turtle nesting season. Liquidated damages are assessed at $1,609 per day for contracts valued between $300,000 and $2,000,000.

Bidders must hold Florida contractor licensing, provide a Certificate of Good Standing from the Florida Department of State, register with SAM, and submit certifications including drug-free workplace compliance, E-Verify authorization, debarment and suspension status, and anti-human trafficking affidavits. A "Cone of Silence" policy prohibits all oral and written communication regarding the solicitation with County officials from advertisement until contract award. The County reserves the right to award to the lowest responsible and responsive bidder and may reject any or all bids. Responses must be submitted electronically through the OpenGov portal.
