About this opportunity
The California Department of Corrections and Rehabilitation (CDCR), Division of Adult Parole Operations (DAPO), is conducting an informal competitive Request for Quotation (RFQ, Solicitation No. 10834112) for the procurement of a modular shoot house training system to be delivered to the RA McGee Correctional Training Facility in Galt, California. The goods being procured include one modular wall panel unit, four breach door modules, twelve door modules, and four window modules that collectively create a configurable training area of 2,000 to 2,500 square feet capable of withstanding simunition rounds. The shoot house kit must include all-weather materials featuring at least four breaching doors operable without ground bolting, twelve functional swinging doors, four window panels with simunition-resistant covering, and standardized wall panels weighing 50 to 75 pounds each. All products must be brand new, manufactured and shipped from the USA, and must include a minimum one-year manufacturer warranty commencing upon acceptance. The contractor must deliver the complete kit within 120 calendar days of purchase order receipt and provide on-site training and demonstration within 30 days of delivery completion. Questions regarding the solicitation must be submitted by 2:00 p.m. Pacific Daylight Time on April 15, 2026, with answers to be posted by April 21, 2026. The RFQ has a due date of April 23, 2026, with award based on the lowest responsive and responsible bid on an all-or-none basis.
The procurement includes set-aside preferences available to eligible entities: Small Business (SB) entities are eligible for a 5 percent price preference, while Disabled Veteran Business Enterprises (DVBEs) are eligible for an incentive ranging from 1 to 5 percent based on confirmed participation levels. No incumbent vendors or current contractors are identified in the solicitation documents. Pricing must be submitted on the CDCR Cost Worksheet on an F.O.B. Destination Freight Prepaid basis, with all-inclusive pricing that incorporates delivery, drayage, insurance, permits, and all other expenses; sales tax shall not be included in bid pricing and will be calculated separately based on the delivery location rate. Mandatory submission documents include the completed RFQ form with signed and dated front page, seller's permit information, FEIN, line-item cost worksheet, Bidder Declaration, Darfur Contracting Act Certification, Postconsumer-Content Certification, GenAI Reporting and Factsheet, and Payee Data Record. Payment terms follow the California Prompt Payment Act with a maximum of 45 days after acceptance of goods or receipt of invoice, whichever is later. All supplier personnel must comply with strict CDCR security protocols, including background checks and adherence to zero-tolerance Prison Rape Elimination Act (PREA) standards, and failure to submit applicable mandatory documents may result in bid rejection.
