About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Transportation Cabinet-Division of Equipment, issued Request for Bid (RFB) 758 2300000842 for the procurement of new, one-trip, watertight shipping containers to establish a master agreement. The solicitation seeks bids for two line items: 12 units of 20-foot-length containers (20' long x 8' wide x 8'6" tall with 1,172 cubic feet of storage capacity) and 12 units of 40-foot-length containers (40' long x 8' wide x 9'6" tall with 2,700 cubic feet of storage capacity). All containers must be new, watertight units meeting applicable state and federal OSHA regulations with standard manufacturer equipment included. Bidders must bid all line items on a Group All basis; failure to do so will result in non-responsive status. The evaluation will utilize a best value approach allocating 90 points to price (lowest-priced bidder receives maximum points with others scored proportionally), 10 points to delivery, and pass/fail criteria for warranty. Containers must carry a minimum ten-year warranty against defective materials and workmanship or the manufacturer's standard warranty, whichever is greater, with coverage beginning when units are placed in service. Delivery is preferred within 90 days of order receipt, F.O.B. Destination Freight Prepaid and Allowed to the KYTC Division of Equipment Receiving Shop in Frankfort, Kentucky, with one percent daily invoice deductions assessed for each day delivery exceeds the specified timeframe. Vendors' written questions were due by July 5, 2023 at 10:00 AM ET, with bids closing on July 12, 2023 at 1:30 PM ET; all pricing must remain valid for a minimum of 60 calendar days after the bid due date.
Kentucky resident bidders and qualified bidders receive statutory preferences in the evaluation process, with resident bidders entitled to reciprocal preferences equal to 20 percent of maximum points if they affirm Kentucky residency, active corporate income tax filings, unemployment insurance payments, and workers' compensation policies maintained for at least one year prior to contract advertisement. Qualified bidders, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofits or agencies with at least seventy-five percent direct labor hours performed by individuals with severe disabilities, may receive categorical preferences equal to 15 percent of maximum points. The initial contract period is one year from award with four optional one-year renewal periods available at the discretion of both parties, and the contract may be extended to other state agencies with vendor consent. Successful bidders must maintain contractor's general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Kentucky workers' compensation insurance, and automobile/truck liability insurance with minimum $1,000,000 combined single limits, with ACORD certificates naming the Finance and Administration Cabinet as additional insured prior to award. Price increases are prohibited during the first 12 months; thereafter, vendors may request increases based on documented industry-wide changes with 30 days' written notice and supporting justification, while price decreases must be provided promptly. No specific award value or budget range is identified in the solicitation documents; quantities listed represent annual estimates and do not constitute guaranteed purchases, with the Commonwealth obligated to purchase only what is needed by its agencies during the contract term.
