About this opportunity

Broward County is seeking a contractor for a Ship-to-Shore Crane 5KV Power Cable Replacement project at Port Everglades, specifically involving the replacement of 5KV power cables on two container cranes (SP3 and SP7). The project is a turnkey procurement requiring the selected vendor to provide all labor, materials, equipment, supervision, and services necessary to complete the cable replacement work. Contractors must have a minimum of three successfully completed similar projects in the past ten years and employ skilled mechanics/technicians with at least five years of experience. The power cables must be Prysmian 5KV PROTOLON brand with specific associated components, and the work must be completed within five consecutive calendar days per crane. Proposals must be submitted electronically through the BPRO platform by November 21, 2025, with questions and clarification inquiries due prior to that date. The county will evaluate responses comprehensively, with vendors strongly encouraged to submit all documents, including those marked as optional, to facilitate a thorough review.

The procurement opportunity includes specific set-aside and preference provisions for Small Business Enterprises (SBE) and County Business Enterprises (CBE) through the Office of Economic and Small Business Development (OESBD). Certified SBE or CBE vendors within 10% of the lowest bid for Invitations to Bid can be offered the opportunity to match the lowest bid, and for Request for Proposals, those within 5% of the highest-ranked non-certified proposer can proceed to contract negotiations. Vendors must be certified in the Broward County OESBD Certified Firm Directory at the time of solicitation opening. The project requires comprehensive insurance coverage, including General Liability of $1,000,000 per occurrence, Auto Liability of $500,000, and specific maritime-related insurance provisions. While no specific contract value was explicitly stated, the detailed specifications and strict performance requirements suggest a significant infrastructure investment. Liquidated damages are established at $1,000 per calendar day per crane for missed substantial completion and $2,000 per calendar day for missed final completion, with a mandatory one-year warranty on all performed work.
