About this opportunity

The Town of Groton, Connecticut, is soliciting sealed bids through Invitation to Bid (ITB) 26-11 for the complete resurfacing of porch stairs at Shennecossett Golf Course located at 93 Plant Street, Groton, Connecticut 06340. The primary deliverable involves the removal of existing rubber tiles and installation of 1.5-inch thick bluestone stair treads across three designated landing areas (A, B, and C), with specifications requiring uniform stair riser heights between 4 and 7 inches, uniform tread depths with 1 to 2 percent slope for water drainage, and installation of drip edges on stair tread overhangs to prevent water migration. The bid must include all costs for necessary concrete repairs, including cleaning, preparation, patching of spalled concrete, and re-pargeing of deteriorated concrete on stair risers and sides, along with painting of all vertical surfaces with exterior white paint suitable for concrete substrates. The contractor must maintain foot traffic access to the Pro Shop throughout construction, install directional signage, protect existing features, and submit bluestone samples and product datasheets for engineer approval. Sealed bids must be submitted to the Groton Town Hall Purchasing Office no later than 2:30 p.m. EST on November 10, 2025, at which time bids will be publicly opened and read aloud; the solicitation opened on October 16, 2025, with an addendum issued on October 29, 2025, that prospective bidders must acknowledge in their proposal. The selected contractor may commence work as soon as possible with flexibility to schedule the project for spring 2026 to avoid winter conditions and golf course operational disruptions, with payment to be made within thirty days of acceptance of satisfactory work completion.

The Town of Groton offers a local vendor preference allowing qualified local vendors with a principal place of business in Groton to match the lowest bid if their price is within 5 percent of the lowest responsive bid, provided they have no delinquent property taxes or fees owed to the Town. Award will be based on the lowest responsive bidder considering performance review, warranties, costs, availability, reputation, and personnel qualifications, with no bid bonds, performance bonds, or deposits required. All contractors must maintain comprehensive general liability insurance with $1,000,000 each occurrence limits and $3,000,000 aggregate limits, auto liability insurance with $1,000,000 combined single limits, and workers' compensation coverage, naming the Town as an additional insured on a primary and non-contributory basis. Bidders must exclude any taxes from which the Town is exempt by law, with the Town completing necessary tax exemption forms within its legal parameters, and all pricing must be all-inclusive covering shipping, handling, insurance, and delivery charges to the project site. The Town reserves the right to accept or reject any bid, award to multiple vendors, or cancel the contract if performance does not meet specifications, and bids remain firm for ninety days following the opening date with no withdrawals permitted except by written authorization at least one day prior to opening. No estimated total contract value or budget range is specified in the solicitation documentation.
