About this opportunity

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) is requesting proposals for one air monitoring shelter under RFP 260000002166, with proposals due July 1, 2026 at 3:00 p.m. Eastern and written questions due June 18, 2026. The contract will be paid in whole or in part with federal funds, triggering debarment and suspension verification, domestic preferences for U.S.-produced goods, affirmative socioeconomic steps for small and minority subcontractors, and EPA recovered-materials procurement requirements.

The shelter must meet specific dimensions (8 feet wide by 10 feet long by 8 feet high), construction standards (metal-studded modular design with aluminum or steel base, aluminum or fiberglass skin, R-11 or better insulation, and rubber non-leak membrane roof), and operational requirements (climate control maintaining 20–30 degrees Celsius, 100 AMP electrical service panel with 12,000 BTU heating and cooling, internal and external outlets, LED lighting, solid nickel-raised rubber flooring, 6-foot countertop, preinstalled ceiling port for monitoring equipment, gas cylinder mounts for three tanks, removable roof grating with OSHA-approved railing, and four-point tie-down system). The shelter must be delivered within six months to 815 Filley Street, Lansing, Michigan, during business hours Monday–Friday, 8:00 a.m. to 4:00 p.m. Products must be mercury-free and free of brominated flame retardants and intentionally added PFAS.

Evaluation is conducted on a Pass/Fail basis against specifications in Schedule A covering dimensions, construction, utilities, and interior and exterior components. The State reserves the right to conduct on-site visits, request oral presentations, perform reference checks, and negotiate price concessions. Proposals constitute irrevocable offers valid for 180 calendar days. All submissions must be electronic through the SIGMA VSS system in modifiable formats, with pricing as a separate file. Bidders must complete and submit a Confidential Treatment Form regardless of whether confidential information is claimed, or face disqualification. The contractor must provide 24-hour technical support with resolution or on-site service within 72 hours, maintain commercial general liability insurance with minimum $1 million per occurrence and $2 million aggregates, and appoint a dedicated Program Manager available 8:00 a.m. to 5:00 p.m. Eastern time. Contact: Ally Estrada, (517) 657-1413, estradaa4@michigan.gov.
