About this opportunity
The Florida Department of Corrections is seeking qualifications from qualified firms to perform energy efficiency upgrades at various Correctional Institutions throughout the State of Florida. The objective is to award multiple vendors to form a Pre-Qualified Vendor Pool to partner with the State for shared savings financing of these upgrades. The services include electrical systems, HVAC systems, water and recycling systems, building commissioning, energy data collection, and other energy efficiency measures. Vendors must demonstrate technical expertise, experience, and qualifications to perform these services. The Department reserves the right to select each vendor for all service categories, any combination of service categories, one vendor or multiple vendors, or make no selection as deemed in the best interest of the State. The shared savings financing model will allow a portion of the energy cost savings to be paid regularly to the selected vendor. The RFQual has a timeline with key dates such as a mandatory informational meeting, deadline for vendor questions, reply deadline of May 1, 2024, and selection team meeting.
The RFQual is not limited to any set-aside designations or restrictions on the types of organizations that can respond. The Department has funding appropriated in the Deferred-Payment Commodity Contracts category for these types of programs, and each project will be funded by the firm awarded the contract for that project, as the Department will not be co-signing on any loans or financing. The financing term for each project will be negotiated between the Contractor and the Department, with the Department anticipating most projects will have a payback of 10 years or less, not to exceed 20 years. The savings split between the Department and Contractor will also be determined through negotiations.
