About this file

This document is a Request for Qualifications (RFQual) issued by the Florida Department of Corrections (Department) seeking qualifications from firms to perform energy efficiency upgrades at various Correctional Institutions throughout the State of Florida. The objective is to award multiple vendors to form a Pre-Qualified Vendor Pool to partner with the State for shared savings financing of energy efficiency upgrades. The RFQual includes a timeline with key dates such as a mandatory informational meeting, deadline for vendor questions, reply deadline, and selection team meeting. The Department may assign tasks to selected vendors from the Pre-Qualified Vendor Pool to develop shared savings proposals, which the Department will review and potentially negotiate into a shared savings contract if acceptable.

The RFQual outlines six service categories including electrical systems, HVAC systems, water and recycling systems, building commissioning, energy data collection, and other energy efficiency measures. Vendors must demonstrate technical expertise, experience, and qualifications to perform these services. The Department reserves the right to select each vendor for all service categories, any combination of service categories, one vendor or multiple vendors, or make no selection as deemed in the best interest of the State. The shared savings financing model will allow a portion of the energy cost savings to be paid regularly to the selected vendor.

Section 2 – Introduction

The Florida Department of Corrections (Department) is seeking qualifications from qualified Firms to perform energy efficiency upgrades at various Correctional Institutions, throughout the State of Florida. The upgrades shall include all engineering, design, and installation of Energy Efficiency Measures (EEMs).

The objective of this RFQual is to award multiple Vendors to form a Pre-Qualified Vendor Pool to partner with the State of Florida for shared savings financing of energy efficiency upgrades as contemplated by subsections 255.252(4) and 255.253(5), Florida Statues (F.S.).

2.1 Project Specific Priorities

The intent of this RFQual is to encourage small and large Vendors alike to partner with the State to develop shared savings opportunities for energy efficiency upgrades in various Correctional Institutions. The shared saving delivery model will allow a portion of the resulting energy cost savings to be paid regularly to the Vendor. The purpose of this incentive is to encourage continuous improvements in building energy performance and promote the faster development of new energy-related technologies as they come to the market during the Contract.

The Department is not liable for any cost incurred by any Firm prior to the issuance of an executed Contract.

2.2 Overview

2.2.1 The Department intends to select multiple Vendors to form a Pre-Qualified Vendor Pool. However, the Department reserves the right to select each Vendor for all service categories or any combination of service categories, one (1) Vendor or multiple Vendors, geographically or make no selection, or any combination thereof whichever is determined to be in the best interest of the State.

2.2.2 For specific Tasks, the Department may engage members of the Pre-Qualified

Vendor Pool in two (2) phases.

2.2.2.1 The first phase will entail the Department assigning a Task to a Selected Vendor(s) from the Pre-Qualified Vendor Pool, at its sole discretion, to develop a Shared Savings Proposal.

The Selected Vendor shall submit a Proposal to the Department in response to an assigned Task at no cost to the Department.

The Department will review the Proposal and determine to what degree, if any, it intends to move forward with the recommendations identified in the Proposal.

2.2.2.2 The second phase is the Shared Savings Contract (Attachment XIII). If the Department decides to move forward, the Department and the Selected Vendor will, in good faith, attempt to negotiate a Shared Savings Contract with the Selected Vendor. If the Department and the

Selected Vendor cannot mutually agree upon the terms of the Contract, the Department, at its sole discretion, reserves the right to assign the Task to another member of the Pre-Qualified Vendor Pool. If the Selected Vendor and the Department mutually agree upon a negotiated Proposal, then a Shared Savings Contract may be entered for shared savings upgrades to be performed which includes implementing EEMs and the ongoing shared savings transaction over the designated term as established in the mutually agreed negotiated Proposal.

The Shared Savings Contract language (Attachment XIII) has been provided and approved and agreed to by the Vendor by submission of a Reply to this RFQual.

2.3 RFQual Modifications

Once the Department advertises this RFQual on the Vendor Information Portal (VIP), if it needs to supplement or modify any portion of its contents or exhibits, attachments, or other materials, it will advertise supplemental information as an addendum to this RFQual on the VIP. Interested Parties are responsible for monitoring the VIP website for addenda relative to this solicitation. Vendors are responsible for ensuring all addenda have been read and incorporated, as applicable, in their Reply.
