About this opportunity

Door County, Wisconsin is seeking qualified contractors to provide shared-ride taxi services through the Door 2 Door Rides program, with a Request for Proposals (RFP) issued on July 29, 2019. The procurement seeks a door-to-door, demand-responsive taxi service available to the general public, with advanced reservations possible up to 24 hours in advance or on-demand with 40-minute notice. The service will operate across five geographic zones with varying hours, requiring a minimum of 8 vehicles, including 5 ADA-accessible vehicles of model year 2017 or newer with less than 100,000 miles. Contractors must be capable of carrying at least 4 passengers in accessible vehicles and 6 passengers in non-accessible vehicles. The base contract period runs from January 1, 2020 through December 31, 2022, with two optional one-year renewal periods. Proposals were due by 2:00 p.m. on September 6, 2019, with evaluation beginning September 9, 2019, board approval scheduled for October 22, 2019, and service commencement on January 1, 2020. Evaluation criteria include the hourly service rate (HSR) covering all operating and administrative costs, with pricing evaluated on the total HSR for all contract years including options.

The contract includes a Disadvantaged Business Enterprise (DBE) participation goal of 1.1 percent and is partially funded by Federal Transit Administration Section 5311 funds ($352,029). Contractors must comply with federal regulations, including drug and alcohol testing, civil rights requirements, and Americans with Disabilities Act compliance. The contractor must maintain vehicle liability insurance with a minimum combined single limit coverage of $1,000,000 and Workers' Compensation Insurance as required by Wisconsin. All revenues collected (passenger fares, agency fares, and package delivery charges) belong to Door County and are credited against invoices. Economic adjustments based on CPI-U (fixed at 2.4 percent for proposal purposes) will apply to years two and three, with actual option year pricing adjusted by then-current CPI-U rates. Historically, the program annually transports approximately 42,000 passengers, with 80 percent of trips originating and ending in Sturgeon Bay. The service does not operate on six major holidays and does not provide service for special events. Typical weekly service requires approximately 452 scheduled vehicle and driver hours, with the City of Sturgeon Bay beginning to contribute toward the local share in 2020.
