About this opportunity
The Texas Department of Criminal Justice is seeking proposals for Sex Offender Clinical Polygraph Examination Services, with bids due September 23, 2026, and questions due September 8, 2026 at 10:00 p.m. CT. The solicitation contemplates awarding multiple firm fixed-price contracts with no HUB subcontracting opportunities.
The scope encompasses all necessary personnel, equipment, materials, supplies, and training to conduct clinical polygraph examinations of sex offender clients at District Parole Offices, Residential Reentry Centers, and private locations throughout Texas. Polygraph examiners must hold current American Polygraph Association licensing, complete a minimum 40 hours of specialized sex offender clinical polygraph examination training consistent with APA guidelines, and maintain a minimum two years of documented clinical polygraph examination experience. Thirty hours of APA-recognized continuing education is required every two years. Bidders may submit location-based pricing for up to 15 specific service locations with the option to add locations via supplementary pages.
The contract term runs one year from September 1, 2026 through August 31, 2027, with four optional one-year renewal periods extending through August 31, 2031. Bidders must submit separate pricing for subsidized and non-subsidized examinations across the base period and all option periods. The Department subsidizes examinations for moderate or low-risk clients at one per fiscal year and high-risk clients at two per fiscal year, with re-examinations as needed and approved. Contractors must establish maximum co-payment amounts such that combined Department subsidy and client co-payment do not exceed the non-subsidized rate.
Contractors must maintain comprehensive insurance: workers' compensation (statutory limits), commercial automobile liability ($1 million minimum), general liability ($1 million per occurrence / $2 million aggregate), professional liability ($1 million per occurrence / $2 million annual aggregate), commercial crime, and cybersecurity ($1 million). All policies must be underwritten by companies rated A or better by A.M. Best with Financial Size Category Class VII or better. Certificates of insurance are due before contract approval with compliance evidence required within 30 days of the effective date.
Examiners must complete quarterly performance measures worksheets due December 30, March 30, June 30, and September 30. Written examination reports must be delivered to assigned Parole Officers within 15 days of examination completion. Late report submission to Parole Officers or the Fiscal Operations Department incurs a $25 daily penalty capped at $200. Invoices are submitted semi-monthly with payment processed within 30 days of receipt. Amendment A-001, effective September 15, 2026, clarified insurance requirements and examiner qualifications; acknowledgment of amendment receipt via Bonfire is mandatory before bid opening.
