About this opportunity
The Maine Department of Health and Human Services, Office of Aging and Disability Services, is requesting proposals for statewide services supporting persons with acquired brain injuries and their families under RFP 202608124, with proposals due October 30, 2026, at 4:00 p.m. local time and a Notice of Intent to Bid due October 22, 2026.
The scope encompasses a telephone hotline operating 8:00 a.m. to 4:45 p.m. ET with information, referral, and community resource coordination; neuro-resource facilitation; training and technical support for peer and family support groups; educational programming and discharge planning in acute and rehabilitation hospitals; an annual hybrid Brain Injury and Family Caregiver Conference accommodating at least 100 participants; monthly statewide brain injury training for area agencies and provider staff; and coordination of Maine ABI Advisory Council meetings. The Department currently serves approximately 1,200 individuals annually. All services must comply with HIPAA, utilize secure telehealth platforms, and meet MaineIT security standards including risk assessment and vulnerability scanning. Mandatory performance measures require initiating 90 percent of contacts within three business days, returning 90 percent of voicemails within one business day, and providing quarterly outreach to 80 percent of community support group facilitators.
The contract term runs January 1, 2027, through December 31, 2028, with two optional renewal periods through December 31, 2031. The State anticipates one award. Evaluation is on a 100-point scale: Organization Qualifications and Experience (30 points), Proposed Services (40 points), Cost (25 points), and Budget Narrative (5 points). The lowest-cost proposal receives full cost points; higher proposals receive proportionally fewer points. Bidders must submit three years of audited or reviewed financial statements, job descriptions, staffing plan, and implementation timeline. Questions are due October 1, 2026. An informational webinar is scheduled for September 30, 2026, at 11:00 a.m. via Zoom. Payment terms are net 30. No best and final offers will be accepted.
