About this opportunity
The Texas Water Development Board (TWDB) has issued a Request for Qualifications (RFQ) for services to conduct studies on two brackish aquifers in Texas. The project is divided into two parts - Project 1 will study the Ellenburger-San Saba and Hickory aquifers, while Project 2 will study the Yegua-Jackson Aquifer. Respondents must submit separate Statements of Qualifications (SOQs) for each project, though they are not required to pursue both. The selected contractor(s) will be responsible for delineating fresh, brackish, and saline groundwater, quantifying available brackish groundwater volumes, and identifying potential production areas. Key deliverables include well data, geophysical logs, GIS datasets, technical reports, and estimated brackish groundwater production volumes over 30-year and 50-year timeframes. The maximum total project cost for each study is $400,000, with potential liquidated damages for late deliverables. The TWDB will evaluate qualifications based on technical approach, experience, project management, and deliverables. Responses are due by April 15, 2024, and the project is expected to be completed by August 31, 2025, with potential extensions up to August 31, 2026.
This contracting opportunity is funded by the state of Texas and impacts the jurisdictions of Travis County and the City of Austin. A Historically Underutilized Business Subcontracting Plan is required even if subcontracting is not planned. The contract will be awarded to the respondent that provides the "best value" to the state. Vendor scoresheets and rankings are provided for the two separate project solicitations, with LRE and INTERA receiving the highest scores for Projects 1 and 2 respectively. No incumbent or current contractor information is provided, and the total budget for each project is capped at $400,000.
Opportunity text
The Texas Water Development Board (TWDB) requests responses to this Request for Qualifications (RFQ) for the award of a contract to conduct studies on two (2) Brackish Aquifers in Texas (hereafter referred to as "Project"). This RFQ is part of a requirement of Texas Water Code 16.060, for the TWDB to identify and designate brackish groundwater production zones in the aquifers of the state. Project 1 will be a study on the Ellenburger-San Saba and Hickory aquifers and Project 2 will be a study on the Yegua-Jackson Aquifer. NOTE: Separate Statement of Qualifications (SOQ) are required to be submitted for the two (2) Projects. However, a Contractor is not required to pursue more than one Project.
