About this opportunity
The Colorado Department of Military and Veterans Affairs is requesting quotes for archival research and noninvasive geophysical surveys of the Grand Junction Veterans Memorial Cemetery property under a Documented Quote solicitation, with quotes due August 11, 2026 by 4:00 PM. The project determines whether land adjacent to the cemetery served as a burial site for Native American students from the Teller Institute Boarding School between 1886 and 1911.
Respondents may submit separate bids for archival research and geophysical surveys or combined responses; awards may be made to one or multiple vendors. Archival research scope includes identification of documentation related to the Teller Institute and its former students. Geophysical fieldwork spans up to 1.29 acres using fluxgate gradiometer and ground-penetrating radar equipment.
The estimated maximum budget is $25,000 for archival research and $100,000 for noninvasive geophysical surveys. Pricing must be firm during the initial contract term and include all associated delivery fees. The anticipated contract term runs September 1, 2026 through June 30, 2027, with award notification expected in early September 2026. Price and cost are the primary evaluation consideration.
Service Disabled Veteran Owned Small Business (SDVOSB) respondents must submit U.S. Small Business Administration certification documentation. Prior to contract execution, the awarded respondent must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate.
Written inquiries are due July 22, 2026 by 4:00 PM, with answers posted July 29, 2026. Quotes must be submitted via box.com and include Exhibit A with pricing and a resume. The Colorado Purchase Order Terms and Conditions apply, including standard delivery, inspection, payment (within 45 days of invoice), and insurance requirements (commercial general liability minimum $1,000,000 per occurrence). The state reserves the right to cancel orders prior to vendor acceptance or terminate in the public interest.
