About this opportunity

City of Portland, Oregon, through its Office of Violence Prevention, is soliciting proposals under RFP 2459741642 for sidewalk art stencils and installation, with attendance at one of three mandatory pre-proposal meetings required, the first on November 13, 2026, and proposals due December 11, 2026 at 4:00 p.m. Pacific Time. The procurement is funded by the U.S. Department of Justice, Bureau of Justice Assistance, under the FY2023 Byrne Discretionary Grant Program, so federal grant rules under 2 CFR 200 apply, grant funds cannot be used for food, and the City will verify vendor eligibility in SAM.gov and confirm vendors are not suspended or debarred.

The contractor will develop approximately 4-8 stencils designed to encourage play, jumping, and interaction as a place-based intervention addressing gun violence, then implement them at 20-45 locations identified by city staff, primarily in the Eliot, Powellhurst-Gilbert, and Hazelwood neighborhoods. Responsibilities include securing Portland Bureau of Transportation (PBOT) permits, notifying adjacent occupants, pressure washing sidewalks, installing artwork within 4 days of washing and completing it within 12 days, and providing photo documentation and project records. All paint must meet PBOT slip-resistance requirements. Proposers must demonstrate experience with stencil fabrication, public art installation, community engagement, and right-of-way permitting. Insurance requirements and open data policy compliance are conditions of award.

The total budget is $170,000, and individual contracts are expected to be significantly below $50,000 according to the project manager. The City may select up to two vendors under a 2-year price agreement, with work anticipated in summer 2027 and summer 2028 and all work completed by September 30, 2028. Pricing must appear in a vendor-created attachment with unit prices by service category, including hourly rates and estimated hours for all assigned staff. Fees are milestone-based: design upon proof approval, deployment upon PBOT permit acquisition, and implementation upon completion and photo documentation.

Phase 1 scores written proposals on proposer capabilities (25%), corporate responsibility (20%), and pricing (10%), with the corporate responsibility criterion covering equal employment opportunity, workforce diversity, sustainable business practices, and community involvement. Phase 2 interviews or demonstrations may follow. Questions are due December 4, 2026. Proposals are limited to 20 pages and must be submitted through the City of Portland Bid Portal. The procurement contact is Axkana Rios-Martinez, Procurement Specialist.
