About this opportunity
San Bernardino County Human Resources Department is requesting bids for service recognition pins (lapel pins) under ITB HRD225-HR2-6407, with proposals due July 2, 2026, at 4:00 p.m. and questions due June 18, 2026, at 9:00 a.m. A 5% local-vendor preference applies to businesses located within San Bernardino County boundaries.
The scope is to duplicate the County's current two-piece tie-tack style pin design in silver gold-filled base with gold-plated crest, measuring approximately one-half inch by one-half inch. Gemstone and metal composition vary by employee tenure: single rubies for one-year service through three diamonds for 45-year service. Annual volumes range from 5 pins at the 45-year level to 900 pins at the one-year level. Each pin must be individually packaged in a presentation box.
The contract term is five years with delivery required within 45 days of purchase order receipt on an FOB destination basis. The County typically orders twice annually. Pricing must be submitted on the County's authorized form with unit prices per specification for the full five-year term, exclusive of California sales/use tax and Federal excise tax. Bidders must include a separately itemized freight charge. Payment terms are Net 60 days from acceptance of materials.
The awardee must provide a manufacturing defect guarantee with timely replacement, obtain County approval for any subcontracting, and maintain general liability insurance of at least one million dollars per occurrence. Contract award is tentatively scheduled for July 2026. The County reserves the right to reject any or all bids and may terminate the contract for convenience with thirty days' written notice.
