About this file
This amendment document contains vendor questions and answers related to San Bernardino County Human Resources Department's Invitation to Bid (ITB HRD225-HR2-6407) for service recognition pins. The County seeks bids to manufacture service recognition lapel pins in a two-piece tie-tack style with a silver gold-filled base and gold-plated crest, measuring approximately one-half inch by one-half inch. The pins commemorate employee tenure milestones, with gemstone and metal compositions varying by years of service, ranging from single rubies for one-year service through three diamonds for 45-year service. Annual volumes range from 5 pins at the 45-year level to 900 pins at the one-year level, with each pin individually packaged in a presentation box. The contract term is five years with delivery required within 45 days of purchase order receipt on an FOB destination basis. The County typically places orders twice annually. Questions were due June 18, 2026, at 9:00 a.m., and proposals were due July 2, 2026, at 4:00 p.m., with contract award tentatively scheduled for July 2026.
Pricing must be submitted on the County's authorized form with unit prices for the full five-year term, exclusive of California sales/use tax and Federal excise tax, with separately itemized freight charges required. Payment terms are Net 60 days from acceptance of materials. A 5% local-vendor preference applies to businesses located within San Bernardino County boundaries. The awardee must provide a manufacturing defect guarantee with timely replacement, obtain County approval for any subcontracting, and maintain general liability insurance of at least one million dollars per occurrence. The County reserves the right to reject any or all bids and may terminate the contract for convenience with thirty days' written notice.
