About this opportunity
The City of Amarillo is soliciting bids under Invitation to Bid 100-27 for unarmed security services at its Service Center facility, with bids due November 19, 2026 at 3:00 p.m. A local preference applies: vendors whose principal place of business is within Amarillo city limits may receive consideration where their bid is within five percent of the lowest bid received from a non-local vendor, on contracts valued below $500,000.
Coverage includes the Service Center building and perimeter at 800 Southeast 24th Avenue, Amarillo, Texas 79103. Personnel perform interior building rounds, at least one outside round per hour, scheduled gate operations, recording of vehicle traffic between 9:00 p.m. and 5:00 a.m., and overnight service on city-observed holidays. Estimated annual hours total 6,266: 3,458 for weekday coverage, 2,496 for weekend coverage, and 312 for holiday coverage, though actual hours may vary. Bidders submit hourly rates for each category, plus rates for supplemental and emergency call-out officers. Rates must be inclusive of labor, supervision, uniforms, equipment, benefits, insurance, transportation, and administrative costs. Pricing is submitted as unit prices in the bid sheet's specified unit of measure, and taxes are excluded because the City is exempt.
Bids exceeding $50,000 require a proposal bond of at least five percent of the total bid from a Texas-permitted surety, submitted with the proposal or the bid is non-responsive. Successful bidders must furnish insurance certificates within ten calendar days of award notice, including general liability and automobile liability at $1 million per occurrence, or risk re-award to the next low bidder. Bidders with ten or more employees on contracts of $100,000 or greater must certify compliance with Texas Government Code Chapters 2274 and 809. Form 1295 must be filed with the Texas Ethics Commission before contract execution. Vendors appearing on the City Excluded Parties List are prohibited from bidding during their debarment period.
The contract term is one year with five optional one-year renewals, beginning upon formal approval. Award goes to the lowest responsive bidder meeting all specifications, as a single lot. Proposals are submitted electronically through the Bonfire platform and opened via Microsoft Teams. The City Council will consider proposals on December 8, 2026 at 623 S. Johnson Street, Amarillo, Texas. Prospective bidders are advised to inspect the work site and inform themselves of local conditions.
