About this opportunity
The Colorado Department of Corrections is requesting quotes on frozen meat and cheese products for September 2026 warehouse supply under Documented Quote DQ 2027000009, with quotes due July 18, 2026 at 4:00 PM Mountain Time via BidNetDirect.com/cdoc and an estimated award date of July 31, 2026. Service-Disabled Veteran-Owned Small Business (SDVOSB) offerors who submit appropriate federal certification documentation receive a 5 percent preference on quote pricing.
The scope covers fourteen line items of frozen beef, poultry, and turkey products (ground beef, beef patties, chicken patties, sausage, turkey franks, ground turkey, turkey ham, turkey roast, thigh meat, turkey bologna, and turkey roll) totaling approximately 24,400 to 41,220 pounds per item depending on product, along with American cheese, cheddar cheese, and mozzarella cheese. All meat must be fully frozen at no higher than 0 degrees Fahrenheit and produced within the last ten months; cheese must be produced within the last eighteen months. Products must comply with NAMP standards where applicable, with specified fat ratios, sodium limits, and processing requirements; cheese products must include animal rennet-free formulations where applicable. Delivery spans six CDOC warehouse locations across Colorado: Arkansas Valley Correctional Facility, Buena Vista Correctional Center, Canon City Central Warehouse, Denver Women's Correctional Facility, Limon Correctional Facility, and Sterling Correctional Facility.
Award will be made to the responsible offeror whose acceptable quote is determined most advantageous to the state, with price as the primary consideration, though sample quality, past performance, and lead time for delivery may also be evaluated. All personnel requiring facility access must undergo CDOC criminal background checks and sign consent-to-search authorization forms. Vendors must carry General Liability Insurance of $1,000,000 per occurrence and submit W-9 documentation, proof of Good Standing with the Colorado Secretary of State, and insurance certificates prior to award. The contract term is a single order for September 2026 issued on Purchase Order(s) with a desired start date of August 7, 2026. Pricing must be firm for the contract term on an F.O.B. Destination basis with all delivery and shipping costs included. Questions are due July 14, 2026 at 5:00 PM.
