About this opportunity

The Incorporated County of Los Alamos is requesting proposals to operate two Senior Citizen Centers—one in Los Alamos and one in White Rock, New Mexico—and provide home-based services for older and frail adults, with proposals due November 19, 2026 at 2:00 p.m. Mountain Time through the Bonfire procurement portal. A pre-proposal conference is scheduled for October 29, 2026 at 9:00 a.m. Mountain Time via Microsoft Teams; questions are due November 12, 2026 at 2:00 p.m., with County responses issued by November 17, 2026.

Services include congregate and home-delivered meals, transportation, educational and social programs, entertainment, volunteer opportunities, adult day care, respite care, home-based care, and care coordination. The County will provide facilities, utilities, custodial services, and potentially County-owned vehicles for authorized services.

Evaluation weighs eight criteria totaling 100 points: ability to meet the scope of services and service delivery approach carries 30 points; pricing carries 10 points. The County will award to the responsible offeror whose proposal is most advantageous overall. Contract award is estimated by July 1, 2027.

The County contemplates a multi-term contract for up to seven years. Offerors must propose pricing for each potential year and may propose price escalation using specified dollar amounts, percentages, capped amounts, or index-based formulas (such as Consumer Price Index or Producer Price Index). Cost-plus-a-percentage-of-cost contracts are prohibited. Travel reimbursement is limited to commercial airline coach fares, hotel not exceeding $250 per night, meals per diem of $90 for multi-day travel or $40 for single-day travel, and mileage at IRS rates or minimum $0.45 per mile; receipts are required.

Proposers must demonstrate nonprofit status (501(c)(3) or active pursuit thereof), an active board with formal bylaws containing conflict-of-interest and code-of-conduct provisions, an executive director or equivalent, financial stability through audited or reviewed financials, current business licensing, required staff credentials, and budget and procurement policies. Proposers must provide a minimum of three client references for similar services within the last three to five years and submit current job descriptions for executive positions, board meeting agendas and minutes, and recent annual financial statements. Nonprofit organizations must also submit seven-year financial projections, balance sheets, and income statements.

All proposals must include debarment certification, campaign contribution disclosure (identifying any contributions exceeding $250 to any of seven County Councilors within two years prior to submission), verification of authorized offeror status, and written notification of any deviations or exceptions to the County's standard Services Agreement.
