About this opportunity

The City of Tucson Parks and Recreation Department is requesting bids on meal services for seniors at six recreation centers (El Rio, Quincie Douglas, Donna Liggins, Freedom, William H. Clements, and Armory Centers) under IFB No. 270101, with sealed bids due July 27, 2026 at 2:00 p.m. and a pre-submittal meeting scheduled for July 16, 2026 at 2:00 p.m. via Microsoft Teams.

The contract is federally influenced and funded through American Rescue Plan Act (ARPA) assistance, requiring HUD Form 5370-C certification and compliance with Executive Order 11246, the Byrd Anti-Lobbying Amendment, the Contract Work Hours and Safety Standards Act, Clean Air Act and Federal Water Pollution Control Act standards, and prohibitions on telecommunications equipment from Huawei, ZTE, Hytera, Hikvision, and Dahua. Vendors must prioritize domestic United States-produced materials and maximize utilization of EPA-designated recovered materials. The City's General Terms and Conditions mandate data protection, cybersecurity controls aligned with NIST frameworks or CIS Critical Security Controls, FedRAMP or StateRAMP-certified data residency at Moderate level or higher, and strict AI governance prohibiting unauthorized training or fine-tuning using City data; vendors must complete AI FactSheets and provide 30-day advance notice of subcontractor additions or AI system changes.

Contractor must deliver meals Monday through Friday at 11:00 a.m. to five centers and 2:00 p.m. to Armory Center (excluding federal holidays and holiday weeks), in service-ready pans at required temperatures. Menus must comply with Older Americans Act nutrition standards, Dietary Guidelines for Americans, and Arizona's Nutrition, Food Service, and Wellness Manual (AAA-1182A), reviewed and approved by a Registered Dietitian Nutritionist every six weeks. Contractor must provide monthly meal calendars by the 28th of each month and detailed nutritional information per meal.

The initial contract term is one year with options for four additional one-year renewals at the City's sole discretion. Pricing is per-meal basis with all fees and delivery costs included; payment discounts of twenty-one days or more reduce the proposed price during evaluation. Contractors must comply with the Tucson Living Wage Ordinance and maintain Commercial General Liability ($2 million per occurrence / $4 million aggregate), Commercial Automobile Liability ($1 million combined single limit), and statutory Workers' Compensation coverage. Questions are due July 20, 2026 at 4:00 p.m. The responsible Contract Officer is Sandra Alcorn at (520) 837-4118 or sandra.alcorn@tucsonaz.gov.
