A pre-submittal meeting is scheduled for June 1, 2026 at 9:00 am at 200 W. Washington St., Floor 6 West, with virtual participation available.

The scope encompasses comprehensive architectural and engineering design services for an approximately 12,000 square foot senior center with an estimated construction cost of $9 million, located in Laveen near 35th Avenue and Baseline within an existing park. Deliverables include schematic design through construction documents; architectural, landscape, and interior design; mechanical, electrical, plumbing, structural, and civil engineering; general project administration; and construction administration and observation services. The facility will include multipurpose rooms, lobby/reception, commercial kitchen, fitness center, site work including grading and drainage, parking and drop-off areas, and landscaping. Consultants must be registered in the City's Vendor Management System prior to submittal and may be required to utilize UNIFIER, the City's web-based project management database.

Firms must submit a single SOQ in PDF format not exceeding 15 pages addressing all evaluation criteria. Selection criteria are weighted as follows: design experience of the prime firm (175 points), construction administration and observation experience of the prime firm (100 points), design experience of key personnel and subconsultants (175 points), construction administration and observation experience of key personnel and subconsultants (100 points), project understanding and approach (300 points), staffing information for key personnel (150 points), and reference checks (21 points). Reference checks are scored on a four-point scale across seven performance categories and are worth up to 7 points per reference, with a maximum of 21 points from three references combined. No City of Phoenix project experience is required, though references are preferred outside the City. The City expects to notify the selected team in early July 2026, with a scope meeting scheduled for mid-July. The City reserves the right to reject any or all qualifications and will enter into negotiations with the selected team regarding fees and contract terms for City Council approval.
