About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Transportation Cabinet, issued Request for Bid (RFB) 758 2000000328 to procure semi-trailers with optional features for delivery to Elliott County. The solicitation seeks vendors to establish a Master Agreement covering two groups of trailers: Group 1 comprises four line items for 40-ton lowboy trailers with 48-foot platforms and 37 feet of usable lower deck space, while Group 2 comprises three line items for enclosed dry van trailers approximately 48 feet by 102 inches by 13 feet with a minimum 110-inch interior height and 68,000-pound GVWR. Optional features for Group 1 include galvanized paint treatment, onboard load scale systems, and tire inflation systems, while Group 2 offers variable box lengths in one-foot increments and other manufacturer-specific options. Vendors may bid on one or both groups and must submit sealed bids to the Finance Office of Procurement Services at 702 Capitol Ave, Capitol Annex Room 095, Frankfort, Kentucky 40601. The RFB was released on November 21, 2019, with written questions due by November 27, 2019 at 4:00 PM ET and bids due by December 5, 2019 at 1:30 PM ET. Award will be determined using a best value approach allocating 90 points to price and 10 points to delivery time (specified in working days), with delivery penalties of one percent per day for late delivery. The initial contract period is one year from award with four optional one-year renewal periods available.
Bidders must submit pricing on an F.O.B. Destination Freight Prepaid and Allowed basis exclusive of federal excise tax and Kentucky sales or use tax, with optional pricing submitted separately and not included in total bid scoring. Kentucky resident bidders are eligible for reciprocal preference equal to preferences given by their state of origin, while qualified Kentucky Correctional Industries vendors receive a 20 percent preference and nonprofit entities serving individuals with disabilities receive a 15 percent preference. Vendors must complete extensive documentation including signed solicitation face pages, bid information forms, Kentucky Tax Registration Application (Revenue Form 10A100), Secretary of State certificates for foreign entities, annual affidavits certifying compliance with statutory and regulatory requirements, and EEO forms if applicable. Attachment C requires vendors to submit a comprehensive price list for all available manufacturer options for dry van trailers on a thumb or flash drive in Microsoft Excel format, with completion of highlighted fields only. The solicitation mandates that all bids undergo inspection and acceptance by the Commonwealth prior to award, and the Commonwealth reserves the right to deem vendors ineligible if they fail to comply with solicitation provisions and terms and conditions. While specific budget or award values are not disclosed in the solicitation documents, interested parties should contact Debbie Mathews at 502-564-8649 for additional procurement information.
