About this opportunity

The Georgia Department of Revenue issued an RFP on June 1, 2022, seeking up to three qualified suppliers to provide self-service kiosk solutions interfacing with the Driver Record and Integrated Vehicle Enterprise System (DRIVES) to enable Georgia taxpayers to process vehicle registration payments, receive registration cards immediately, and process insurance lapse payments at kiosks installed inside or outside County Tag Offices, with proposals due July 1, 2022.

Two vendors submitted responsive proposals and passed administrative review. Evaluation criteria spanned 35 scored items: technical criteria items #1–#32 and technical security criteria items #33–#35. Intellectual Technology, Inc. achieved the highest validated score of 727 (cost score 92.00, technical score 464, technical security score 171), while i3-BIS, LLC (subsequently operating as i3-Verticals, LLC) scored 588 (cost score 100.00, technical score 353, technical security score 135).

The Georgia Department of Revenue awarded open contracts to both vendors on August 5, 2024. i3-Verticals, LLC pricing is a flat $2.50 per transaction plus 2.50% card processing fees. Intellectual Technology, Inc. uses tiered pricing: $4.50 per transaction plus 2.30% card processing fees for 0–1,499 transactions; $4.25 plus 2.30% for 1,500–1,999 transactions; and $4.00 plus 2.30% for 2,000 or greater transactions. As open agency contracts, all award amounts are estimates based on anticipated transaction volumes and are not binding commitments. Issuing Officer Vanessa Walker administered the procurement. Protests must be submitted electronically to doas.protests@doas.ga.gov.
