About this opportunity
The Scio School District in Lake County, Oregon is soliciting proposals from Construction Manager/General Contractor (CM/GC) firms to provide preconstruction and construction services for a seismic retrofit project at Centennial Elementary School's original classroom wing located at 38875 NW 1st Ave, Scio, Oregon. The project scope includes rehabilitation of existing lateral system components to achieve "Immediate Occupancy" standards per ASCE 41-17 through structural modifications including diaphragm strengthening with plywood sheathing, addition of stringbacks to strengthen out-of-plane walls, foundation element reinforcement, and infilling of existing openings to support lateral seismic loads. Qualified proposers must demonstrate a minimum of five years of continuous construction experience with completion of at least two comparable projects within the last five years, bonding capacity for 100% Performance and Payment Bonds up to $1,936,600, current Oregon Construction Contractors Board registration, availability of key personnel throughout the project duration, and compliance with prevailing wage rates per ORS 279C.800-279C.870. The evaluation committee will assess proposals using an 100-point scoring system based on firm experience (15 points), CM/GC and related experience (15 points), key personnel experience (20 points), overall project understanding and approach (15 points), scheduling approach (5 points), cost control (15 points), fee (10 points), and references (5 points). Critical dates include a mandatory pre-proposal conference on March 13, 2026, at 11:00 AM with a voluntary site tour, a written questions deadline of March 19, 2026, at 4:00 PM PST with addenda issued March 20, 2026, proposal submission deadline of March 27, 2026, at 4:00 PM, interviews with the top three finalists on approximately March 30, 2026, and a Scio School Board approval recommendation scheduled for April 16, 2026, with design finalization and Guaranteed Maximum Price determination anticipated for February 2027 and construction scheduled from June through September 2027.
Proposers must develop comprehensive plans demonstrating good faith efforts to provide opportunities for local subcontractors and Minority and Women Owned Businesses (MWOBs), with monthly status reporting required throughout the project. All subcontracted work must be awarded competitively to the lowest responsible bidder through public solicitation requiring a minimum ten-day advance notice and good faith efforts to obtain at least three bids per subcontract package. No incumbent vendors or current contractors are identified in the available documentation. The CM/GC will be compensated on a cost-plus-fee basis with a Guaranteed Maximum Price covering all construction costs, fees, and contingencies, with the construction budget not to exceed $2,443,300. Proposals must be limited to 25 pages and submitted in one original plus five copies, along with one USB flash drive in PDF format, to Kim Roth, District Superintendent at 38729 NW Cherry Street, Scio, OR 97374, and must include a signed Prequalification Statement, Statement of Assurances, Demonstrated Drug Testing Program certification, and detailed fee breakdown.
