About this opportunity

The City of Lake Oswego, Oregon is soliciting written proposals from qualified consultants for architectural design services for a new library building, with a mandatory pre-proposal conference on November 10, 2026 and proposals due by 4:30 p.m. PST on November 20, 2026. The City prioritizes firms holding COBID certification or documenting use of COBID-certified subcontractors and suppliers, which is scored at 10 points rather than imposed as a set-aside.

The scope covers architecture, structural, civil, mechanical, electrical, plumbing, and acoustic engineering, along with sustainability consulting, landscape and irrigation design, signage, community engagement, commercial kitchen design, and furniture, fixtures, and equipment selection. The work runs in two phases. Phase 1 (February 2027 through July 2028) covers site selection, feasibility studies, test fits, and conceptual design to support a planned May 2029 bond measure. Phase 2 (June 2029 through December 2032) covers schematic design through construction administration and move-in. Required insurance includes $2,000,000 per occurrence and $3,000,000 aggregate general liability, $2,000,000 automobile liability, and $2,000,000 per claim and aggregate professional liability, with the City named as additional insured.

The City will award a single contract with an initial one-year term and options to renew for six additional one-year terms. The project is financed through urban renewal funding and the planned bond measure. The City may terminate for convenience on 10 days' notice or for cause with 5 business days to cure a material breach.

Evaluation criteria and points are firm qualifications (30), project team qualifications and references (40), project approach (20), COBID certification or subcontractor utilization (10), interview performance (100), and price proposal (15). Pricing is evaluated only after shortlisting. Top-ranked proposers must submit hourly rates, estimated hours, task descriptions with labor classifications, and anticipated expenses by December 18, 2026. Initial evaluation runs November 23 through December 7, 2026, interviews are scheduled for December 17, 2026, and contract kickoff is anticipated February 3, 2027. The RFP is available through OregonBuys.com, where any amendments will be posted as written addenda.
