This is a federally funded project subject to Davis-Bacon prevailing wage requirements, Buy American Act material restrictions, and Tribal compliance obligations. The scope comprises replacement or extension of three 18-inch culverts, scarification and recompaction of existing roadway, placement of 10 inches of aggregate base and 4 inches of asphalt concrete pavement, installation of centerline and edgeline striping, and installation of warning and regulatory signage. The finished roadway will feature two 12-foot travel lanes with 6-foot paved shoulders. Contractors must provide detailed engineering compliance including compaction acceptance testing, surface treatment pay factor adjustments based on material conformance, turf establishment using specified native desert seed species, and a Designated Safety Officer on-site at all times during construction.
Bidders must hold an active Arizona Registrar of Contractors license and provide a bid bond equal to 5% of the bid amount (original within three business days of closing), performance and payment bonds equal to 100% of contract price, and insurance coverage including Commercial General Liability ($1 million per occurrence / $2 million aggregate), Excess Liability ($2 million), Automobile Liability ($1 million combined single limits), and Workers' Compensation. Contractors must obtain a Tribal Business License, comply with the Tribal Employment Rights Ordinance and Tribal Native Plant Ordinance, and secure a BIA Encroachment Permit before commencing work.
