About this opportunity

The Canaveral Port Authority is requesting proposals from licensed unarmed security guard companies to provide security services at various Port Canaveral locations on a scheduled and as-needed basis under RFP-26-14, with proposals due July 30, 2026, at 2:00 PM EDT and questions due July 24, 2026. This procurement is subject to FEMA federal compliance requirements—including Davis-Bacon Act wage standards, Contract Work Hours and Safety Standards Act overtime liquidated damages of $32 per calendar day, suspension and debarment verification, Byrd Anti-Lobbying Amendment certification for contracts $100,000 or more, and Build America, Buy America Act compliance—as detailed in Exhibit B.

Service scope covers security guard coverage at cargo operation areas across multiple docks and piers (NCB 8, NCB 4, NCB 3, and SCB 1, 2, 3) and Jetty Park, available 24 hours daily, seven days weekly. The estimated annual workload is 14,950 regular hours and 168 overtime hours for Security Guard Services, plus 385 regular hours and 18 overtime hours for Jetty Park Guard Services. Based on current rate documentation (Addendum 2), the regular billing rate is $28.41 per hour and overtime/holiday rate is $42.62 per hour. Respondents must hold a Florida Class B Security Agency license with all guards holding active Class D licenses, maintain TWIC badges, demonstrate five years of continuous facility security business experience, carry Commercial General Liability coverage of at least $1 million, Business Automobile Liability of $300,000, Workers' Compensation per Florida Statutes, and Crime/Fidelity coverage of $1 million. Guards must be at least 21 years old, English-speaking, of good moral character, and able to pass CPA screening.

The base contract term is two years with up to three optional one-year renewal periods for a maximum of five years. Pricing is evaluated as part of the proposal score, with the lowest-priced proposal receiving maximum points. A selection committee meeting is scheduled for August 4, 2026, at 2:00 PM, with Board approval anticipated August 19, 2026. The CPA anticipates awarding to a single firm. Addendum 1 (released July 22) and Addendum 2 (released July 24) modify the original bidding documents; bidders must acknowledge receipt by addendum number and date on the Bid Form. The procurement permits piggyback arrangements allowing other agencies to utilize the awarded contractor's rates and terms.
