About this file
This is a notice of meeting change issued by the Canaveral Port Authority regarding RFP-26-14 for Security Guard Services. The Selection Committee meeting has been rescheduled from August 4, 2026, at 2:00 PM to August 10, 2026, at 3:00 PM, while the meeting location remains unchanged. The RFP seeks proposals from licensed unarmed security guard companies to provide security services at various Port Canaveral locations on a scheduled and as-needed basis. Proposals were originally due July 30, 2026, at 2:00 PM EDT, with questions due July 24, 2026. The service scope encompasses security guard coverage at cargo operation areas across multiple docks and piers (NCB 8, NCB 4, NCB 3, and SCB 1, 2, 3) and Jetty Park, available 24 hours daily, seven days weekly. The estimated annual workload is 14,950 regular hours and 168 overtime hours for Security Guard Services, plus 385 regular hours and 18 overtime hours for Jetty Park Guard Services. The base contract term is two years with up to three optional one-year renewal periods for a maximum of five years. Board approval is anticipated for August 19, 2026, with the CPA anticipating award to a single firm.
Pricing is evaluated as part of the proposal score, with the lowest-priced proposal receiving maximum points. Based on current rate documentation, the regular billing rate is $28.41 per hour and the overtime/holiday rate is $42.62 per hour. Respondents must hold a Florida Class B Security Agency license with all guards holding active Class D licenses, maintain TWIC badges, demonstrate five years of continuous facility security business experience, and carry Commercial General Liability coverage of at least $1 million, Business Automobile Liability of $300,000, Workers' Compensation per Florida Statutes, and Crime/Fidelity coverage of $1 million. The procurement is subject to FEMA federal compliance requirements, including Davis-Bacon Act wage standards, Contract Work Hours and Safety Standards Act overtime liquidated damages of $32 per calendar day, suspension and debarment verification, and Build America, Buy America Act compliance. Addendum 1 (released July 22) and Addendum 2 (released July 24) modify the original bidding documents, and bidders must acknowledge receipt by addendum number and date on the Bid Form. The procurement permits piggyback arrangements allowing other agencies to utilize the awarded contractor's rates and terms.
