About this opportunity
The Illinois Department of Corrections is requesting quotes for a two-year repair and maintenance contract for security control systems at the Joliet Inpatient Treatment Center, with quotes due September 16, 2026 and a mandatory bidder conference and site visit on September 11, 2026. This is a small-purchase procurement with no subcontracting allowed and material costs estimated at $20,000 over the two-year term; the maximum total contract amount will be entered by the State prior to execution.
The scope covers repair and maintenance services for five Accurate Controls security control systems, one door access control/card reader system, one camera system, and one paging system. Services include quarterly preventative maintenance inspections, diagnostic and troubleshooting, repair services, replacement parts and components, software and firmware support, configuration and programming adjustments, and remote and on-site technical support. Known deficiencies requiring correction include sixteen non-recording cameras and inoperable system playback functionality. All replacement parts must be new or manufacturer-certified reconditioned components with a minimum ninety-day warranty on workmanship; repairs must include a minimum ninety-day warranty period.
Service work is performed Monday through Friday, excluding state holidays, between 8:00 a.m. and 4:00 p.m., coordinated in advance with the Department's Chief Engineer. Upon receipt of an authorized service request, the contractor must coordinate and begin services within five business days unless otherwise approved. All work is performed in the United States at the Joliet Inpatient Treatment Center, representing 100 percent of service value. Award will be made to the responsive and responsible vendor submitting the lowest price. Bid prices must remain firm for 120 days from opening. Prevailing wage requirements apply. The contractor must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. Attendance confirmation for the September 11 bidder conference is required by email to Colin Meier by September 8, 2026, at 10:00 a.m., limited to three participants per vendor.
