About this opportunity
The Illinois Department of Corrections is requesting quotes for a 2-year repair and maintenance contract for the security control systems at the Joliet Inpatient Treatment Center under RFQ B53323, with bids due August 11, 2026 and a mandatory pre-bid conference and site visit on August 6, 2026 at 10:00 a.m. at 2848 W. McDonough Street, Joliet, Illinois.
The scope covers inspection, preventative maintenance, diagnostic support, repair services, replacement parts, and technical support for five door automation systems, one access control and card reader system, one camera system, and one paging system. The facility has identified 16 non-recording cameras and inoperable system playback functionality as current known deficiencies that must be addressed. The contractor must provide quarterly preventative maintenance inspections, telephone and remote technical support during normal business hours (Monday–Friday, 8:00 a.m. to 4:00 p.m.), and on-site diagnostic and repair services as needed. All work must be performed 100% in the United States at the Joliet facility. Replacement equipment must include a minimum 90-day warranty. Prevailing wage requirements apply. Subcontracting is not permitted.
Material costs are estimated with a cap of $20,000 for the contract term; any materials, equipment, or repairs exceeding this cap require prior written approval from the Facility Manager or Chief Engineer. The contract is awarded to the responsive and responsible vendor with the lowest price. The two-year initial term commences upon the last dated signature of both parties.
The contractor must comply with all Illinois Department of Corrections security procedures, undergo background investigations, and provide notarized certification of qualifications. Attendance confirmation for the pre-bid meeting is required by August 3, 2026 at 10:00 a.m. via email to Colin Meier; a maximum of three participants per vendor is permitted. Bid prices must remain firm for 120 days from opening. Proposals must be submitted through BidBuy. The State may terminate for cause immediately or for convenience with 30 days' notice.
