About this opportunity

The Commonwealth of Kentucky is requesting proposals for a Security and Surveillance system rebid (RFP 758 2700000043) with proposals due September 24, 2026.

The procurement encompasses hardware, software, systems, and services for comprehensive security and surveillance solutions. Vendors must submit cost proposals structured in three components: a fully burdened labor rate card (five categories: Project Manager, Certified Lead Technician, Apprentice/Cabling Technician, System Configuration/Software Engineer, and Emergency/After-Hours Service); manufacturer discount matrices for nine major vendors including Aiphone, Allegion, Avigilon, Hanwha, Hirsch, Honeywell, Velocity, and Verint; and detailed pricing for two mock project scenarios (a small facility with 12 Hanwha IP cameras, video management server, four Hirsch door controllers, and panic buttons; and a large perimeter installation with 40 exterior cameras, 10 fencing sensors, five outdoor motion detectors, and command center software). All labor rates must be submitted as not-to-exceed hourly rates inclusive of overhead; travel time, mileage, fuel surcharges, and portal-to-portal fees are non-billable. Vendors must attach official manufacturer-published price catalogs effective as of the RFP release date to establish pricing baselines. The cost proposal evaluation carries a maximum of 500 points: Component A (labor rates) 100 points, Component B (manufacturer discounts) 150 points, and Component C (mock scenarios) 250 points.

Mandatory requirements include proof of legal business status, required insurance certifications, completed affidavits addressing Kentucky campaign finance law, resident bidder status (if claimed), and qualified bidder status under 200 KAR 5:410(3) for certain nonprofit categories. Failure to satisfy any mandatory requirement results in disqualification.

The procurement includes a bidders' conference and site visits. All affidavits must be notarized and are valid for one year from execution. The Commonwealth reserves the right to audit any Statement of Work or quotation against contracted pricing before issuing a Delivery Order.
