About this opportunity

The State of Delaware, Office of Management and Budget, Government Support Services, is requesting sealed proposals for secured document and data destruction services under contract GSS27608-DOC_DESTRUCT, with proposals due September 2, 2026 at 3:00 p.m. local time. The contract is accessible to Delaware state agencies, school districts, political subdivisions, municipalities, volunteer fire companies, and higher education entities receiving state funds.

The scope encompasses paper destruction (inside pick-up with five bin sizes from 36 to 95 gallons, plus bulk pick-up charged per banker's box or file box) and electronic destruction (cell phones, computers, flash drives, hard drives, monitors, magnetic tape with destruction and degaussing options by quantity tier). Services must comply with State, Federal, NIST, and IRS requirements. Electronic destruction services require NAID AAA certification and all necessary Delaware DNREC hazardous waste permits for in-state media destruction.

Vendors may bid on one, two, or all three Delaware counties (New Castle, Kent, and Sussex); statewide coverage is not required. The contract runs from January 1, 2027 through December 31, 2028 (two-year initial period) with three optional one-year renewal periods. Pricing must remain firm through December 31, 2028 and be submitted via the online portal at https://gss.bonfirehub.com/. The State reserves the right to make multiple awards by county, service type, item-by-item, or lump sum as most advantageous.

Evaluation criteria total 150 points: vendor experience and capacity (20 points), technical approach and service model (20 points), certifications and compliance (20 points), key personnel and security controls (20 points), customer service and responsiveness (15 points), business references (15 points), and pricing competitiveness (40 points). Vendors must carry minimum insurance of $1 million commercial general liability and automotive liability with $1 million combined single limits, plus applicable errors and omissions or product liability coverage.

Written questions are due August 12, 2026 at 4:00 p.m., with responses posted by August 26. Award is anticipated within 90 days of bid opening. Vendors must be registered in the Delaware Supplier Portal and provide proof of Delaware business licensure prior to award.
