About this opportunity

The Oregon Department of Fish and Wildlife (ODFW) issued an Invitation to Bid (ITB) for the procurement of current year, quality, weed-free alfalfa hay specifically for feeding winter elk in Baker and Union Counties. The procurement seeks approximately 900 tons of alfalfa hay, with bids accepted in 50-ton lots and a preference for second crop, though first and third crop alternatives are acceptable. The hay must be produced within a 150-mile radius of the Elkhorn Wildlife Area, delivered in 3x4 bales weighing up to 2,000 pounds, and be weed-free. Evaluation criteria include moisture content, weed content, and leaf-to-stem ratio, with ODFW conducting detailed inspections to rank submitted hay. The ITB was posted on July 18, 2022, with a bid closing date of August 10, 2022, at 2:00 pm PST. ODFW will pick up hay located within 30 miles of North Powder, Oregon, with bidders located further away required to include delivery costs to that location.

The procurement did not specify specific set-aside designations or restrictions for disadvantaged enterprises. The bid tally sheet revealed four bidders with proposed prices ranging from $275.00 to $370.00 per ton, with total lump sum bids between $48,125.00 and $128,000.00. ODFW indicated the potential for multiple contract awards, suggesting flexibility in vendor selection. The total anticipated procurement value appears to be approximately $300,000, based on the 900-ton requirement and prevailing bid prices. No incumbent vendors were explicitly identified, and no specific technology integration requirements were mentioned. The contract is intended to support wildlife management efforts by providing high-quality feed for wintering elk across the specified counties, with ODFW retaining discretion in final vendor selection based on hay quality and compliance with bidding requirements.
