About this opportunity

The South Dakota Highway Patrol is requesting proposals for a public safety special mission aircraft solution, with proposals due July 20, 2026 and vendor questions due July 6. The State will consider proposals for a Kodiak 100 Series III aircraft, mission equipment installation and integration, or a fully integrated turnkey solution, and may evaluate and award proposals individually or in combination.

Proposals must address the aircraft platform, mission equipment, installation and integration approach, FAA approval path, schedule, warranty, support, and total cost. Vendors may propose aircraft acquisition only, equipment installation only, or a complete mission-ready solution. The aircraft will support law enforcement and public safety operations including traffic enforcement, criminal interdiction, search and rescue, disaster response, wildland fire reconnaissance, and homeland security activities. The State emphasizes obtaining a solution that meets operational needs, provides reliable long-term support, minimizes integration risk, and delivers best value.

Cost proposals must itemize pricing by major components: aircraft purchase, delivery, mission equipment, installation labor, FAA approvals, engineering, testing, training, and warranty support. Vendors must clearly identify assumptions, exclusions, aircraft condition dependencies, and any deferred maintenance items expected within 24 months of delivery. Desired equipment must be priced separately from required equipment. The contract term extends until all deliverables, installation, testing, training, and warranty obligations are completed. Payment terms will be established at award and governed by South Dakota's Prompt Payment Act. The State is exempt from sales and federal excise taxes and reserves the right to reject any or all proposals, award to one or multiple vendors based on best value, evaluate proposals individually or in combination, and cancel the procurement. No specific funding amount is stated. Proposals must be submitted electronically to steven.berg@state.sd.us in searchable PDF, Microsoft Word, or Excel format with proper signatures.
