About this opportunity

The Colorado Department of Human Services, Division of Contracts and Procurement, is requesting proposals for water treatment chemicals and maintenance services for the Southern District Division of Facilities Management, with proposals due June 16, 2026 at 10:00 a.m. The mandatory pre-bid conference was held May 27, 2026; written questions were due May 28, 2026.

Primary performance is at the Colorado Mental Health Institute at Pueblo, with additional work at other Southern District facilities including San Carlos Building 56, La Vista Buildings 105 and 111, CMHIP Building 118, Spring Creek Youth Corrections, and the Steam Plant. The scope encompasses cooling tower treatment, closed-loop hydronic systems (chilled water and hot water), and boiler plant operations across multiple buildings with varying capacities (200-ton to 550-ton cooling towers; three boiler units at 120 psig). The vendor must supply and install stainless steel chemical storage tanks with secondary containment, cooling tower controllers with pH and inhibitor monitoring probes, bleed valves, and closed-loop treatment chemicals including nitrite. Service includes weekly Steam Plant visits and rotating weekly visits to CMHHIP, Lavista, and San Carlos on a four-week cycle. The vendor maintains nitrite residuals between 500–800 ppm for chilled water and hot water systems; Spring Creek contains glycol loops. Weekly documentation of system conditions and testing is required. All personnel working on the CMHHIP Campus must pass background checks. Equipment lead times of at least three weeks are acceptable. No third-party bids are accepted, and no transition plan review occurs prior to award.

The initial contract term is one year with four one-year renewal options. Pricing must be submitted on a per-month basis for materials and services, with separate line items for one-time mobilization and transition fees. Proposals must not exceed 20 pages and include qualifications, project approach, and three relevant references. The RFP is subject to the Colorado Department of Human Services standard contract template, which permits an initial term of up to five years with possible extension to a maximum of five years unless Chief Procurement Officer approval is obtained. Public proposal opening is June 16, 2026 at 10:30 a.m. The anticipated contract start date is June 2026.
