About this file

This is Addendum 1 to RFP 2026000244 for Southern District Water Treatment Chemicals, issued by Colorado Department of Human Services Division of Facilities Management (CDHS-DFM) on May 30, 2026. The solicitation encompasses water treatment chemical services and equipment installation for multiple facilities including the CMHHIP Campus, Steam Plant, Lavista, San Carlos, and Spring Creek Youth Corrections. The scope requires the awarded vendor to supply and install stainless steel chemical storage tanks with secondary containment, cooling tower controllers with pH and inhibitor monitoring probes, bleed valves, and closed-loop treatment chemicals including nitrite. The vendor is responsible for tank installation, plumbing connections, fittings, transition planning, equipment removal coordination with the existing vendor, and corrosion coupon rack testing and reporting. Service scheduling includes weekly Steam Plant visits and rotating weekly visits to CMHHIP, Lavista, and San Carlos. Equipment lead times of at least three weeks are acceptable and will be considered in schedule development.

The awarded vendor must perform all closed-loop treatment additions and maintain nitrite residuals between 500-800 ppm for both chilled water and hot water systems, with one facility (Spring Creek Youth Corrections) containing glycol loops. CDHS-DFM will provide dissolved oxygen testing, purchase testing reagents, and manage boiler chemical feed controllers and blowdown operations through DFM operators. The vendor must carry existing dosing pumps owned by CDHS-DFM without funding replacement units. Proposals must include all associated costs on a per-month basis for materials required to fulfill plant demands beyond the fixed chemical amounts. All personnel working on the CMHHIP Campus must pass background checks. No third-party bids will be accepted, and no opportunity exists for transition plan review prior to award.

Addendum 1 Questions and Answers Southern District Water Treatment Chemicals Published 5/30/2026

RFP 2026000244

1. Requesting historical awards. If publicly available, we would like to review previous awards that relate to this scope. We have not been able to find this through VSS. You can find the last solicitation On ColoradoVss IFB 2020000273

2. Clearance for access. What clearances are required in order to access mechanical rooms located in secure areas? Anyone working on the CMHHIP Campus will be required to pass a background check.

3. Transition/program review. Will there be an opportunity to review our transition plan and program prior to award? No there will be no opportunity to review your transitional plan prior to award. The transitional plan is per the RFP; the transition plan will require careful coordination to ensure minimal downtime. CDHS-DFM will assist in streamlining the installation and removal processes; however, it will be the responsibility of the winning bidder to coordinate the removal of equipment with the existing vendor.

CDHS-DFM will provide the necessary points of contact to facilitate this process.

4. Chemical containers. Are the boiler containers required to be SS? Are the cooling tower containers required to be SS (one is currently a poly container)? Is double-wall required yes? Chemical tanks would be lowered into the boiler house basement by crane provided by CDHS. The current containers must be removed prior to setting our containers. Please confirm we would be required to install fittings to plumb our containers to the refill lines. Steam Plant boiler containers are required to be Stainless Steel. All tanks should be stainless, All tanks will need to include secondary containment. The awarded vendor will be required to install tanks including fittings and plumbing connections.

5. Dosing pumps. It is understood that the dosing pumps belong to CDHS and will be reused. Should we carry funds for a few replacement pumps? You do not need to carry funds for replacements.

6. Boiler chemical feed controller - what controls chemical feed and blowdown? Would we have to provide this equipment? No, DFM operators will take care of this, no equipment is needed for this.

7. Cooling tower chemical feed equipment - how many total controllers need to be supplied (3)? RFP shows continuous pH and inhibitor monitoring - please confirm that you are requiring PTSA and pH probes for each controller. YES Will bleed valves for cooling tower systems need to be provided? Yes

8. Cooling tower chemicals - please confirm you are not using a secondary biocide at any of the plants. No Biocide used on campus.

9. Closed loop treatment (nitrite) - please confirm that the company receiving the award will be required to perform all loop treatment additions. Yes, the awarded vender will be required.

10. Chilled/Heating Water nitrite requirements - HW nitrite looks low - please confirm minimum nitrite requirement in CHW and HW. Is this nitrite and sodium Nitrate only, requirements In a closed hot water (HW) loop, industry guidance generally suggests that minimum effective nitrite protection begins around 500–700 ppm. For a closed chilled water (CHW) loop, the recommended nitrite residual is very similar, with a common operating target ranging between 500–800 ppm.

11. Do any of your closed loops have glycol? Yes, Spring Creek Youth Corrections is the only facility.

12. Scheduling. Please confirm the scheduling for each system listed in the RFP is correct. Steam plant is weekly, CMHHIP, Lavista and San Carlos Rotate with weekly with Steam plant visits.

13. Some of the tasks listed in the scheduling do not have clear methodologies. Please clarify what is being requested for the following: Cooling towers - specific ion water analysis, cooling tower efficiency.

Cooling tower water treatment will need to be at standard that maintain water chemistry that does not promote scaling or imbalances that cause corrosiveness.

Boilers - dissolved O2 testing (this is normally performed on FW when troubleshooting corrosion & requires consistent water flow to drain), corrosion control (usually requires a corrosion coupon rack, not usually present on boilers), operator testing & evaluation, product stewardship--- CDHS DFM provide O2 testing. Steam has a coupon rack in place, vendor is responsible for testing, reports, for the coupon rack.

14. Equipment lead times. The equipment required for this scope is subject to various leads times. Controllers and containers are usually at least three weeks ARO. This is acceptable and will be considered when developing schedules.

15. Are we to provide testing reagents? CDHS DFM will purchase.

16. Please confirm that bids are not to be submitted under a 3rd party name for any advantage that could bring a particular firm. No 3rd party bids will be accepted.

17. Proposal structure - the RFP states we will be providing a fixed amount of chemical per water volumes provided. During the introduction it was said this proposal is to be allencompassing. What if additional materials are required to fulfill the demands of the plants? This should be part of your proposal for associated costs per month.
