About this opportunity
The South Dakota Department of Labor and Regulation (SDDLR) is conducting a Request for Information (RFI) to gather industry insights for a modernized Professional Licensing, Inspection, and Permitting System targeting Boards and Commissions under its administration. The primary objective is to replace legacy systems, initially focusing on the Electrical and Plumbing Commissions, with potential expansion to other boards within one calendar year. The procurement seeks vendors with proven experience in professional licensing technology to develop, operate, and support a comprehensive system featuring advanced capabilities including registration and application management, continuing education tracking, inspection and permitting functionalities, electronic payments, and robust reporting tools. Vendors must provide detailed information on their product overview, technology architecture, implementation approach, and project timeline. The RFI response deadline is November 29, 2024, with questions accepted until November 1, 2024, and responses to be submitted to Jodi.Aumer@state.sd.us and Andrew.Szilvasi@state.sd.us. Respondents providing clear and concise information may be invited to make oral presentations, potentially conducted via telephone or electronic conferencing. The state anticipates a 3-4 month procurement process with development estimated to begin in March/April 2025 and a 32-40 week implementation timeline.
The RFI does not specify explicit set-aside designations or restrictions on respondent organizations, though the state has expressed a preference for United States-based vendors while remaining open to alternative options. There are no incumbent vendors explicitly mentioned in the documentation. The new system will require integration with the state's existing identity management service and single sign-on infrastructure. While no specific budget range is detailed, the state is seeking comprehensive pricing information, including whether the solution will be a commercial off-the-shelf product requiring customization or a custom-built solution. Pricing may vary based on factors such as the number of licensees or staff users, and funding will be determined by the actual contract amount subject to internal approvals. The state is exploring multiple implementation approaches, including leveraging existing state technology, customizing commercial solutions, or utilizing a low-code application platform. Vendors are requested to provide detailed pricing structures for development, customization, licensing, hosting, and ongoing maintenance, with the understanding that this RFI does not guarantee a subsequent contract.
Opportunity text
The State of South Dakota Department of Labor and Regulation (SDDLR) is seeking planning information from potential providers/vendors for a modernized Professional Licensing, Inspection, and Permitting System for a gradually expansive licensing system for a variety of Boards and Commissions (B & Cs) under the purview and administration of SDDLR. This request for information (RFI) is intended to gather information on industry approaches and solutions to develop, operate, and support a modernized Licensing, Inspection, and Permitting system from vendors with proven experience in the professional licensing industry. The information gathered through this process will be used for SDDLR B & C licensing modernization planning purposes and may be used in the development of a request for proposal (RFP) soliciting vendors to assist the State in implementing a licensing, inspection, and permitting modernization solution, hereafter referred to as "licensing" for SDDLR Boards and Commissions.
Responses will be reviewed by SDDLR and SD Bureau of Information and Telecommunications (BIT) staff. Respondents providing clear, concise information may be invited to make oral presentations to staff members. Presentations may be requested to be held via telephone or visual electronic conferencing. It is possible some respondents will not be invited due to logistical and time constraints.
This RFI is designed to: •Identify technology that may provide new or improved licensing softwarebenefits; •Gather preliminary cost estimates to assess the scope and size of the project; •Invite respondents to demonstrate their products/services; and •Enable state staff members to see licensing systems or prototypes.
Questions requesting clarification of this RFI must be submitted to Jodi.Aumer@state.sd.us and Andrew.Szilvasi@state.sd.us No telephone inquiries will be accepted.
