About this opportunity

The Southern Delaware County Authority is procuring two separate mechanical and electrical contracts for the 2026 SDCA Beech Street Pump Station Upgrades project located in Upper Chichester, Pennsylvania. This sealed bid procurement will be received online via the PennBid Program until 10:00 AM on Thursday, April 9, 2026, with a mandatory pre-bid conference required on March 26, 2026, at 10:00 AM at the project site. Contract 1 (Mechanical) involves the replacement and upgrade of two submersible sewage pumps, three variable frequency drives (VFDs), modifications to station piping, concrete work, and installation of owner-supplied Sulzer ABS XFPD 155J submersible pumps (115 HP each) and Yaskawa VFDs, while Contract 2 (Electrical) encompasses VFD installation, replacement of breakers with new 225-ampere three-phase units, and installation of new wiring and conduit from the motor control center to the VFDs and pump connections. The work must be completed within 90 calendar days from the Notice to Proceed, with final completion and invoicing required by September 30, 2026, due to COVID-19 grant funding restrictions, subject to liquidated damages of $825.00 per calendar day for delays. All work must comply with Pennsylvania Prevailing Wage Rates, National Electrical Code (2021), International Building Code, Pennsylvania Department of Environmental Protection standards, and various federal and state compliance mandates including Davis-Bacon Act requirements, public works employment verification via E-Verify, nondiscrimination provisions, and sexual harassment policies. Bidders must submit a 10% bid bond payable to the Southern Delaware County Authority, a performance bond and payment bond for 100% of the contract price, and a one-year maintenance bond for 10% of the contract price, along with required documentation including Non-Collusion Affidavits, Bidder's Qualifications Statements, Worker's Classification lists, and Subcontractor Declaration Forms.

The procurement contains no specific set-aside designations for disadvantaged enterprises, though all work must comply with nondiscrimination and equal opportunity provisions established by the Commonwealth. Contractors must obtain all necessary permits, coordinate operations with DELCORA (the pump station operator), provide bypass pumping systems during construction, and perform extensive erosion control and site restoration work. Insurance requirements include workers' compensation, public liability coverage of $500,000/$1,000,000, and property damage coverage of $500,000/$1,000,000, with the Commonwealth Financing Authority named as an additional insured. The project is funded 85% through a Pennsylvania Commonwealth Financing Authority COVID-19 ARPA grant for the Small Water & Sewer Program, with all funds required to be expended by September 30, 2026. The successful bidder will be responsible for paying a PennBid Program fee of one-third percent of the contract award value, with a minimum fee of $150.00 and a maximum of $6,000.00, though specific budget ranges or award values have not been disclosed in the procurement documents. The Southern Delaware County Authority reserves the right to accept or reject any and all bids as deemed in the Authority's best interest.
