About this opportunity
The Board of Education of the City of St. Louis (St. Louis Public Schools) is issuing a Request for Proposal (RFP) for comprehensive demolition and site restoration services at the former Scullin School site located at 4160 N Kingshighway Boulevard in St. Louis, Missouri. The procurement encompasses complete structural demolition of the original 1928 school building (approximately 31,725 square feet) and a 1976 gymnasium addition (8,500 square feet), including removal of all building contents, foundations, below-grade structures, attached structures such as covered walkways, and all debris with lawful disposal and full site restoration to a safe, stable, and properly graded condition. Prior to demolition, the contractor must perform asbestos abatement on EPA-regulated hazardous materials including flooring, mastic, window systems, door caulk, lighting fixtures (80 units), hydraulic door closures (30 units), water fountains (6 units), and HVAC systems from the gymnasium addition, with the original school building requiring all debris to be handled as friable asbestos-containing material (ACM) waste due to structural instability. Bidders must demonstrate City of St. Louis demolition contractor certification, relevant demolition experience with similar-scale projects, valid safety records, MDNR licensure for asbestos removal activities for all onsite workers, and comprehensive project submittals addressing company qualifications, schedules, equipment, key personnel, permitting strategy, waste disposal plans, dust control plans, and traffic control plans. The virtual pre-bid meeting is scheduled for April 10, 2026, at 10:30 a.m. CDT via Microsoft Teams (optional attendance), written questions must be submitted by April 30, 2026, at 12 noon CDT, and proposals are due by May 8, 2026, at 12 noon CDT through the Euna Procurement (Bonfire Interactive) electronic bidding portal. Evaluation criteria include technical merit, safety protocols, compliance with prevailing wage requirements, insurance coverage, and preference for firms located in the bi-state St. Louis metropolitan area when other considerations are equal; final contract award requires Board of Education approval.
St. Louis Public Schools has established diversity utilization goals requiring bidders to achieve at least 25 percent Minority Business Enterprise (MBE) and 5 percent Women's Business Enterprise (WBE) participation, with MBE and WBE firms requiring certification from either the Missouri Division of Purchasing and Material Management or the City of St. Louis Disadvantaged Business Enterprise Program. All bidders must comply with federal E-Verify work authorization requirements, submit a Federal Work Authorization Program Affidavit notarized by a Missouri notary public affirming no knowingly employed unauthorized aliens, complete Missouri's No Israel Boycott Certification (applicable to contracts valued at $100,000 or greater with ten or more employees), and register as vendors through the SLPS online portal to complete W-9 forms. Bidders must submit performance and payment bonds at five percent of the base bid from a Corporate Surety Company rated "A-" or better by A.M. Best, maintain commercial general liability insurance of three million dollars per occurrence and one million dollars per person, workers' compensation insurance per Missouri statute, automobile liability insurance with identical limits, and professional liability insurance of one million dollars per claim. The contract includes two allowances: $40,000 for unforeseen RCRA-regulated items in the original school building and $20,000 for lab packing of hazardous chemicals identified during wet demolition, with a target project duration of 30 working days per site and standard work hours from 6:30 a.m. to dusk Monday through Friday. Specific award values or total contract amounts are not disclosed in the procurement documents provided; interested bidders should submit their most favorable pricing and technical response as the initial proposal will be deemed final and irrevocable.
