About this file

This is a Scope of Work and Hazardous Material Identification document for the St. Louis Public Schools (SLPS) comprehensive demolition project at Scullin School located at 4160 N Kingshighway Blvd, St. Louis, Missouri. The project involves the complete demolition of the original 1928 school building (approximately 31,725 square feet) and a 1976 gymnasium addition (8,500 square feet). The scope of work encompasses complete building razing, removal of all building contents and non-salvageable materials, removal of foundations and below-grade structures, demolition of attached structures such as covered walkways and pads, debris removal and lawful disposal, site backfill and grading, and full site restoration and stabilization. Prior to demolition, the contractor must remove asbestos-containing materials including flooring, mastic, window systems, and door caulk from the gymnasium addition, as well as EPA-regulated hazardous materials including lighting fixtures (80 units), hydraulic door closures (30 units), water fountains (6 units), and HVAC systems from the gymnasium addition. The original school building is structurally unsound with an imminent collapse threat, requiring all demolition debris to be handled as friable ACM waste; the gymnasium addition is structurally sound and requires traditional abatement sequencing. The target project duration is 30 working days per site, with standard work hours from 6:30 AM to dusk Monday through Friday, with Saturday work permitted and Sunday/holiday work requiring approval.

The contractor is responsible for obtaining and paying for all required permits, agency notifications, environmental filings, and regulatory approvals before demolition may commence. Two allowances are included in the base bid contract: $40,000 for unforeseen RCRA-regulated items in the original school building and $20,000 for lab packing of hazardous chemicals identified during wet demolition. All work must comply with EPA NESHAP standards, Missouri asbestos regulations, and the City of St. Louis Asbestos Ordinance, with all onsite workers required to be MDNR-licensed for asbestos removal activities and subject to daily oversight by SLPS's HazMat consultant. Contractors must submit comprehensive submittals with their proposals including company qualifications, demolition experience, similar project history, safety records, City of St. Louis demolition contractor certification, any violations or lawsuits within the past three years, proposed schedule, equipment list, key personnel, permit strategy, waste disposal plan, dust control plan, and traffic control plan. Closeout deliverables include copies of permits, disposal receipts and manifests, safety reports, daily or weekly progress logs, and final completion certification.
