About this opportunity

The Kentucky Transportation Cabinet's Division of Purchases, acting on behalf of the Division of Maintenance, issued Request for Bid (RFB) 605 2000000052 to procure scrap metal and aluminum recycling services for Elliott County. The solicitation seeks qualified vendors to receive and process three categories of recyclable materials: scrap metal (No. 1 Heavy Melt) measured in gross tons; scrap aluminum (Secondary Smelter's Aluminum Scrap) measured in pounds; and mixed scrap aluminum and metal measured in pounds. The KYTC will deliver all materials via company trucks to vendors' designated receiving locations, with typical materials including guardrails, drainage tiles, posts, signs, bridge railings, and galvanized sign posts. Vendors must provide state-certified scales for weighing materials, submit weight tickets and current American Metal Markets (AMM) Chicago market prices for each delivery, and receive payment based on percentages of AMM market prices rather than fixed rates. All bids must be submitted in sealed form—no fax or electronic submissions accepted—to the KYTC Division of Purchases at 200 Mero Street, 4th Floor, Frankfort, Kentucky 40622, with a deadline of August 20, 2019, at 10:00 a.m. Eastern Time. Written questions were due by August 12, 2019, at 3:30 p.m., with responses issued by August 13, 2019, at 7:00 p.m. The tentative award date is September 1, 2019, with an initial contract period running from September 1, 2019, through September 30, 2020, and options for four additional one-year renewal periods.

This is a Master Agreement solicitation with awards to be made to all responsive bidders submitting reasonable percentage bids; however, the KYTC reserves the right to reject bids deemed too low, and multiple contracts may be awarded within a county or district based on best value considerations of distance and price. Reciprocal preference applies to Kentucky resident bidders, with preferences of 20 percent of maximum points for Kentucky Correctional Industries and 15 percent of maximum points for qualified bidders including Kentucky Industries for the Blind, nonprofits furthering KRS Chapter 163 purposes, and qualified nonprofit agencies serving individuals with severe disabilities. Vendors must comply with all federal, state, and local laws, OSHA regulations, and Kentucky Revised Statutes requirements, including submission of resident bidder affidavits and tax compliance certifications. Payment must be made to the Kentucky State Treasurer by certified check prior to the KYTC driver's departure, with sales tax included unless an applicable exemption applies. No specific budget or award value is provided in the solicitation documents, as pricing is based on percentages of current market prices established at the time of delivery, making the contract value dependent on market conditions and volume of materials delivered.
